2 | | WHEREAS, The members of the Illinois House of |
3 | | Representatives are saddened to learn of the death of William |
4 | | H. "Hank" Taylor Jr., who passed away on August 14, 2017; and
|
5 | | WHEREAS, Hank Taylor was born in Chicago to William and |
6 | | Thelma (Watkins) Taylor on November 7, 1960; he graduated from |
7 | | Luella Elementary School and James H. Bowen High School; |
8 | | following high school, he attended Southern University and A&M |
9 | | College in Baton Rouge, Louisiana, where he studied accounting; |
10 | | he earned a Bachelor of Arts in Business Administration from |
11 | | Chicago State University; and
|
12 | | WHEREAS, Hank Taylor worked at Corn Products Company as a |
13 | | railroad clerk and was promoted to conductor; he was also a |
14 | | union trustee and representative, first, for the Oil, Chemical |
15 | | and Atomic Workers International Union (OCAW), Local 7-507, |
16 | | where his responsibilities included managing a one million |
17 | | dollar annual budget, and then, for the Paper, |
18 | | Allied-Industrial, Chemical and Energy Workers International |
19 | | Union (PACE), Local 6-0507; and
|
20 | | WHEREAS, Hank Taylor joined the Seventh Ward Democratic |
21 | | Organization under former Alderman William M. Beavers; he also |
22 | | served as a member of the Seventh Ward Young Democratic |

1 | | Organization; his passion for mentoring youth included |
2 | | organizing trips to museums, back-to-school giveaways, |
3 | | Halloween parties, and Easter egg hunts; and |
4 | | WHEREAS, Hank Taylor became chief of staff for Seventh Ward |
5 | | Alderwoman Darcel Beavers; he then joined the Cook County |
6 | | Medical Examiner's Office, where he instituted operational |
7 | | reforms that averted the temporary misplacement of corpses and |
8 | | prevented the personal property loss of decedents; and |
9 | | WHEREAS, Hank Taylor became the campaign manager for the |
10 | | Committee to Elect Greg Mitchell Alderman of the Seventh Ward; |
11 | | his strategic knowledge of the ward and his management of field |
12 | | operations helped his longtime friend win the general election; |
13 | | Hank became the Seventh Ward Superintendent for the City of |
14 | | Chicago Department of Streets and Sanitation, where he was |
15 | | determined to make a difference in the appearance of the ward; |
16 | | he would often drive around to check recurring violations that |
17 | | plagued the community; and |
18 | | WHEREAS, Hank Taylor joined the Evangelistic Crusaders |
19 | | Church of God in Christ, and was later ordained as a deacon; he |
20 | | then joined Prayer and Faith Outreach Ministries, where he |
21 | | continued as a deacon; he served as chief adjutant and also |
22 | | completed a Master of Arts degree in Theology; and |

1 | | WHEREAS, Hank Taylor used volunteerism as a tool to |
2 | | strengthen his faith; he was the founder and co-chair of the |
3 | | Robert H. Lawrence Elementary School Parent Safety Patrol; he |
4 | | also served as the vice president of the Lawrence Local School |
5 | | Council; he was a candidate for the Illinois State Senate in |
6 | | the 17th Legislative District; he also found time to work part |
7 | | time on the weekends as a program interpreter at the Museum of |
8 | | Science and Industry, running the railroad car for the coal |
9 | | mine exhibit; and
|
10 | | WHEREAS, Hank Taylor also enjoyed life outside of work and |
11 | | volunteerism; he was known for his beautiful smile and wicked |
12 | | sense of humor; he loved social outings, sporting events, and |
13 | | shooting the breeze with friends, family, and colleagues; and
|
14 | | WHEREAS, Hank Taylor was preceded in death by his mother; |
15 | | his daughter, De'Anna; and his sisters, Dawn and Diane; and |
16 | | WHEREAS, Hank Taylor is survived by his father; his |
17 | | daughters Tanya (Danny) Terrell-Hutchison, Cherece Taylor, and |
18 | | Jamillah Hodges; his sister, Daryl "Cookie" Taylor; his |
19 | | grandson, Zechariah Dotson; his granddaughters, Zeh'Caria |
20 | | Hutchinson, Jazymin Malone, Kaiden Hutchinson, and Za'Quelia |
21 | | Boone; his great-aunt, Gertrude Steinback; his great-uncle, |
22 | | Clyde Raby; his aunts, Garnett Collins, Doris (Odell) Hicks, |
23 | | Dorothy Jean Watkins, and Jacqueline Watkins; his uncles, |

9 | | HUNDREDTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we |
10 | | mourn the passing of William H. "Hank" Taylor Jr., and extend |
11 | | our sincere condolences to his family, friends, and all who |
12 | | knew and loved him; and be it further
