2 | WHEREAS, The members of the Illinois House of | ||||||
3 | Representatives wish to congratulate Louis W.
Kosiba on the | ||||||
4 | occasion of his retirement as Executive Director of the | ||||||
5 | Illinois Municipal Retirement Fund (IMRF); and
| ||||||
6 | WHEREAS, Louis Kosiba earned his Juris Doctor and Master in | ||||||
7 | Business
Administration from the University of Illinois in | ||||||
8 | Urbana-Champaign in 1977; and
| ||||||
9 | WHEREAS, Louis Kosiba joined the IMRF in 1988 and was | ||||||
10 | appointed executive director in
2001; prior to that, he worked | ||||||
11 | as general counsel for the Illinois Teacher's Retirement | ||||||
12 | System; and | ||||||
13 | WHEREAS, Louis Kosiba led the best-funded statewide | ||||||
14 | pension plan in Illinois for over
16 years; under his | ||||||
15 | leadership, the IMRF exceeded annual investment return goals
10 | ||||||
16 | times and its fiduciary net position increased from $16.1 | ||||||
17 | billion in 2000 to $39.3 billion as of July 31,
2017; and | ||||||
18 | WHEREAS, During Louis Kosiba's tenure as executive | ||||||
19 | director, the IMRF's active membership
increased from 159,810 | ||||||
20 | to 175,019, IMRF retirees increased from 71,300 to 123,206, and | ||||||
21 | the number of
employers participating in the IMRF increased |

1 | from 2,791 to 2,987; and | ||||||
2 | WHEREAS, Under Louis Kosiba's tutelage, the IMRF adopted | ||||||
3 | its first vision statement and
set of organizational values, | ||||||
4 | developed its first strategic plan, and opened its first | ||||||
5 | regional office in
Springfield; and
| ||||||
6 | WHEREAS, With Louis Kosiba at the helm, IMRF enhanced | ||||||
7 | member and employer services by
developing a workshop program | ||||||
8 | to educate members, employers, and retirees about the services
| ||||||
9 | offered by the IMRF; it established a toll-free customer | ||||||
10 | service call center, introduced self-service tools to
| ||||||
11 | employers for reporting wages and enrolling members online, and | ||||||
12 | launched annual rate meetings for
employers to meet | ||||||
13 | face-to-face with IMRF leaders; and
| ||||||
14 | WHEREAS, Throughout his time as executive director, Louis | ||||||
15 | Kosiba emphasized customer
service and continuous improvement, | ||||||
16 | leading to the IMRF being recognized in 2012 and 2014 with an
| ||||||
17 | Illinois Performance Excellence (ILPEx) Silver Award for | ||||||
18 | "Progress towards Excellence" and in 2009 with
the Lincoln | ||||||
19 | Bronze Award for "Commitment to Excellence"; the IMRF also | ||||||
20 | received the National Plan
Sponsor "Standout" Award of | ||||||
21 | Excellence in 2016; and
| ||||||
22 | WHEREAS, Louis Kosiba co-founded the National Association |

| |||||||
1 | of Public
Pension Attorneys in 1987 and served on its board of | ||||||
2 | directors; he is an active member of
the National Association | ||||||
3 | of State Retirement Administrators, a member of the board of | ||||||
4 | trustees for ILPEx, and is on the leadership team for | ||||||
5 | Generations Serving Generations; therefore, be it
| ||||||
6 | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE | ||||||
7 | HUNDREDTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we | ||||||
8 | congratulate Louis W. Kosiba on his retirement as Executive | ||||||
9 | Director
of the Illinois Municipal Retirement Fund, and we wish | ||||||
10 | him the best in all his future endeavors; and be it further
| ||||||
11 | RESOLVED, That a suitable copy of this resolution be | ||||||
12 | presented to Louis Kosiba as an expression of our esteem and | ||||||
13 | respect.
