2 | WHEREAS, The members of the Illinois House of | ||||||
3 | Representatives wish to recognize Donna Kay Belknap's 36 years | ||||||
4 | and 10 months of service with the Illinois Legislative Staff, | ||||||
5 | the Illinois Economic and Fiscal Commission, and the Commission | ||||||
6 | on Government Forecasting and Accountability, and congratulate | ||||||
7 | her on her planned retirement in December 2017; and
| ||||||
8 | WHEREAS, Donna Belknap began her career on the Senate | ||||||
9 | Republican Appropriation Staff as a temporary secretary on | ||||||
10 | March 1, 1981; the position became permanent and full time, and | ||||||
11 | she worked there for over six years under the leadership of | ||||||
12 | Carter Hendren, Roger Sweet, and John Kunzeman; and
| ||||||
13 | WHEREAS, Donna Belknap transferred to the bi-partisan | ||||||
14 | Illinois Economic and Fiscal Commission on January 1, 1988; she | ||||||
15 | started as the Receptionist and Office Assistant, a position | ||||||
16 | she held for six years, and was then promoted to Executive | ||||||
17 | Secretary; and
| ||||||
18 | WHEREAS, At the Commission, Donna has provided exceptional | ||||||
19 | service as Executive Secretary to Executive Directors Paul | ||||||
20 | Vallas, Bill Hall, Dan Long, and Clayton Klenke; and
| ||||||
21 | WHEREAS, Donna Belknap's services at the Illinois Economic |

1 | and Fiscal Commission and the Commission on Government | ||||||
2 | Forecasting and Accountability have spanned times of | ||||||
3 | significant change for the Commissions, including when the | ||||||
4 | Pension Section was removed to become the Pension Laws | ||||||
5 | Commission and then merged back with the Commission in February | ||||||
6 | 2004; and
| ||||||
7 | WHEREAS, Donna Belknap was at the Illinois Economic and | ||||||
8 | Fiscal Commission when the Commission's duties were expanded, | ||||||
9 | and it was renamed the Commission on Government Forecasting and | ||||||
10 | Accountability in January 2005; and
| ||||||
11 | WHEREAS, Donna Belknap, the longest-serving Commission | ||||||
12 | staff member, has always been a steady and welcoming presence, | ||||||
13 | creating the Commission's reputation as a cooperative and | ||||||
14 | responsive resource for the General Assembly; and
| ||||||
15 | WHEREAS, Donna Belknap's commitment is shown through her | ||||||
16 | actions; she is often the first one in the office and the last | ||||||
17 | one to leave; she has been an accomplished, hard-working, and | ||||||
18 | creative member of the legislative and commission staff; and
| ||||||
19 | WHEREAS, Donna Belknap is smart and capable; she has | ||||||
20 | adapted with the times over her long career of service, | ||||||
21 | including transitioning from the use of carbon paper and | ||||||
22 | typewriters to mastering the ever-changing computer technology |

1 | and software necessary to accomplish her duties; and
| ||||||
2 | WHEREAS, Donna Belknap's kindness, generosity, and sense | ||||||
3 | of humor have been offered freely to everyone she has worked | ||||||
4 | with, a testament of which is shown by the multitude of | ||||||
5 | colleagues throughout the State and Legislature who have | ||||||
6 | remained her friends over the years; therefore, be it
| ||||||
7 | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE | ||||||
8 | HUNDREDTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we | ||||||
9 | recognize Donna Kay Belknap's service to the Illinois General | ||||||
10 | Assembly, as a member of the legislative staff and as Executive | ||||||
11 | Secretary of the Commission on Government Forecasting and | ||||||
12 | Accountability, and congratulate her on her planned retirement | ||||||
13 | in December 2017; and be it further

14 | RESOLVED, That a suitable copy of this resolution be | ||||||
15 | presented to Donna Kay Belknap, Executive Secretary of the | ||||||
16 | Commission on Government Forecasting and Accountability, as an | ||||||
17 | expression of our deep respect for her public service.
