2 | WHEREAS, The members of the Illinois House of | ||||||
3 | Representatives wish to congratulate Jacquetta
Ellinger on the | ||||||
4 | occasion of her retirement from the Illinois Department of | ||||||
5 | Healthcare and Family
Services, Division of Medical Programs | ||||||
6 | after 38 years of service to the State of Illinois; and
| ||||||
7 | WHEREAS, Jacquetta Ellinger graduated magna cum laude from | ||||||
8 | Edinboro State College (now Edinboro
University) in Edinboro, | ||||||
9 | Pennsylvania in 1972; in 1973, she became a caseworker and | ||||||
10 | spent
four years with the Indiana County Child Welfare Services | ||||||
11 | in Indiana, Pennsylvania; she moved to Chicago
to attend The | ||||||
12 | University of Chicago, where she earned her master's degree at | ||||||
13 | the School of Social
Service Administration; and
| ||||||
14 | WHEREAS, After graduating in 1979, Jacquetta Ellinger | ||||||
15 | began a career in Illinois government as an analyst,
working in | ||||||
16 | the Bureau of the Budget and eventually becoming the department | ||||||
17 | head at the Division of
Health and Social Services; and | ||||||
18 | WHEREAS, In 1985, Jacquetta Ellinger began her service in | ||||||
19 | the Illinois Department of Public Health as Special
Assistant | ||||||
20 | to the Director and then Associate Director for the Office of | ||||||
21 | Health Policy and Planning; in
1991, she moved to the Illinois | ||||||
22 | Department of Healthcare and Family Services; over the next 26 |

1 | years,
she became a Deputy Administrator of the Medicaid | ||||||
2 | program, and in 2002, took leadership for Eligibility
Policy; | ||||||
3 | and | ||||||
4 | WHEREAS, Jacquetta Ellinger has served under governors, | ||||||
5 | department heads, and medicaid directors in both
Republican and | ||||||
6 | Democratic administrations, bringing to this work a detailed | ||||||
7 | understanding of Medicaid
policy at both the State and federal | ||||||
8 | levels; and
| ||||||
9 | WHEREAS, With her extensive knowledge and her desire to | ||||||
10 | ensure greater access to health care
for people in need, | ||||||
11 | Jacquetta Ellinger was a key leader who helped implement | ||||||
12 | essential policies in the Medicaid and
Children's Health | ||||||
13 | Insurance programs, including expanding healthcare under All | ||||||
14 | Kids and the Affordable
Care Act; and
| ||||||
15 | WHEREAS, After more than four decades as a selfless public | ||||||
16 | servant dedicated to helping the
vulnerable, and with a career | ||||||
17 | that spanned from caseworker to head of Illinois Medicaid | ||||||
18 | eligibility policy,
Jacquetta Ellinger will retire from the | ||||||
19 | State of Illinois on December 31, 2017; in her retirement, she | ||||||
20 | plans
to unwind and enjoy more of life; and
| ||||||
21 | WHEREAS, Jacquetta Ellinger is a loving daughter, caring | ||||||
22 | aunt, sister, and friend, and
is a die-hard Chicago Cubs fan; |

1 | she makes fabulous pies and is adored by her family and | ||||||
2 | friends; her work has
changed the lives of countless | ||||||
3 | Illinoisans for the better; therefore, be it
| ||||||
4 | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE | ||||||
5 | HUNDREDTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we | ||||||
6 | congratulate Jacquetta Ellinger on her retirement from | ||||||
7 | Illinois State
Government after 38 years of service, and we | ||||||
8 | wish her the best in all her future endeavors; and be it | ||||||
9 | further
| ||||||
10 | RESOLVED, That a suitable copy of this resolution be | ||||||
11 | presented to Jacquetta Ellinger as an
expression of our esteem, | ||||||
12 | gratitude, and respect.
