2 | | WHEREAS, The members of the Illinois House of |
3 | | Representatives wish to congratulate
Assistant Republican |
4 | | Leader and State Representative Bill Mitchell on his 20 years |
5 | | of
distinguished service and hard work on behalf of the people |
6 | | of the State of Illinois; and
|
7 | | WHEREAS, Rep. Mitchell was born in Decatur on March 29, |
8 | | 1960; he graduated from St.
Teresa High School in Decatur and |
9 | | received a Bachelor of Arts in Political Science from Eastern |
10 | | Illinois
University in 1982; and
|
11 | | WHEREAS, Rep. Mitchell was first elected in 1998 to serve |
12 | | the people of the 102nd
District; he was re-elected nine times |
13 | | to represent the people of the 87th District and the current |
14 | | 101st
District; over the course of his career, he represented |
15 | | Macon, Champaign, Christian,
Cumberland, DeWitt, Effingham, |
16 | | Logan, McLean, Piatt, Sangamon, Shelby, and Tazewell
counties; |
17 | | and
|
18 | | WHEREAS, In 2013, Rep. Mitchell was honored to be appointed |
19 | | as Assistant
Republican Leader for the Illinois House |
20 | | Republican Caucus; he was re-appointed to leadership
in 2015 |
21 | | and 2017; and |

1 | | WHEREAS, Rep. Mitchell was a tireless advocate for central |
2 | | Illinois families and was
deeply committed to improving the |
3 | | region's schools and infrastructure, attracting and retaining |
4 | | good-paying jobs
for working families, and ensuring seniors |
5 | | receive the assistance they need and
deserve; and |
6 | | WHEREAS, Rep. Mitchell was a fiscal conservative and |
7 | | outspoken critic of wasteful
government spending; he sponsored |
8 | | legislation to ground and then sell the State's $22 million
|
9 | | fleet of aircraft, arguing that taxpayers could no longer |
10 | | afford this perk of power, and he
proposed welfare reform |
11 | | legislation to cut down on fraud and save taxpayer dollars; and |
12 | | WHEREAS, Rep. Mitchell has always been a strong voice on |
13 | | the issue of job creation;
he served as the Republican |
14 | | Spokesperson for the House Bipartisan Job Creation Task Force |
15 | | and
as chairman of the House Republican Task Force on Rural |
16 | | Economic Development; and |
17 | | WHEREAS, In an effort to save thousands of good-paying |
18 | | jobs, Rep. Mitchell was
instrumental in the passage of the |
19 | | Future Energy Jobs Act (Public Act 99-906); he fought for
|
20 | | several years to save the Clinton Power Station, the economic |
21 | | engine of DeWitt County and a
major employer in central |
22 | | Illinois; and |

1 | | WHEREAS, Legislation sponsored by Rep. Mitchell to create |
2 | | an Alzheimer's
Awareness license plate was signed into law in |
3 | | 2013; Public Act 98-259 provided for the
issuance of |
4 | | Alzheimer's Awareness license plates and created the |
5 | | Alzheimer's Awareness Fund
to provide financial support to the |
6 | | Greater Illinois Chapter of the Alzheimer's Disease and Related |
7 | | Disorders Association for Alzheimer's care, support, |
8 | | education, and awareness
programs; and
|
9 | | WHEREAS, Rep. Mitchell was a strong proponent of open, |
10 | | transparent, and accessible
government; he held countless town |
11 | | hall meetings across his district, in addition to many other
|
12 | | outreach events, including senior fairs and State budget |
13 | | briefings; and
|
14 | | WHEREAS, Prior to his service in the Illinois General |
15 | | Assembly, Rep. Mitchell served
on the Decatur City Council and |
16 | | was Decatur Mayor Pro Tem from 1997 to 1998; he also served as
|
17 | | the Macon County Republican Party Chairman; therefore, be it
|
18 | | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE |
19 | | HUNDREDTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we |
20 | | congratulate our friend and
colleague, State Rep. Bill |
21 | | Mitchell, on his retirement from the Illinois House of

22 | | Representatives, and we wish him the best in all his future |
