AMENDMENT TO SENATE BILL 321




2    AMENDMENT NO. ______. Amend Senate Bill 321 by replacing 
3everything after the enacting clause with the following:

 
4    "Section 5. The Illinois Public Aid Code is amended  by 
5adding Section 5-30.6 as follows:
 
6    (305 ILCS 5/5-30.6 new)
7    Sec. 5-30.6. Performance audits. No later than June 30, 
82018, the Auditor General shall initiate a performance audit of 
9the Department of Healthcare and Family Services to determine 
10the Department's compliance with the requirements of Section 
115-30.3.  The determinations shall include, but not be limited 
12to:  (i) whether the Department has developed and applied 
13standardized quality performance measures to Medicaid Managed 
14Care Entities; (ii) whether it has developed and implemented  
15algorithms for automatic assignment of Medicaid enrollees into 
16managed care entities; and (iii) whether the standardized

1quality performance measures and algorithms developed by the 
2Department use measurable quality metrics, are developed and 
3applied according to the statutory criteria, and are adequately 
4documented.".
