AMENDMENT TO SENATE BILL 1981

2    AMENDMENT NO. ______. Amend Senate Bill 1981 by replacing
3everything after the enacting clause with the following:
 
4    "Section 5. The Wildlife Code is amended by changing
5Section 2.30 as follows:
 
6    (520 ILCS 5/2.30)  (from Ch. 61, par. 2.30)
7    Sec. 2.30. Except as provided in this Section, it It shall
8be unlawful for any person to trap or to hunt with gun, dog,
9dog and gun, or bow and arrow, gray fox, red fox, raccoon,
10weasel, mink, muskrat, badger, bobcat, and opossum except
11during the open season which will be set annually by the
12Director between 12:01 a.m., November 1 to 12:00 midnight,
13February 15, both inclusive.
14        (1) It shall be unlawful for any person to hunt or trap
15    bobcat in this State on and after the effective date of
16    this amendatory Act of the 100th General Assembly, except

1    in the Southern Zone of this State and the counties of
2    Adams, Brown, Carroll, Cass, Edgar, Fulton, Hancock, Jo
3    Daviess, Pike, Schuyler, and Scott. A maximum of 500
4    permits to take bobcat shall be issued each year by the
5    Department of Natural Resources. For purposes of this
6    Section, the boundary between the Northern Zone and the
7    Southern Zone of this State shall be U.S. Route 36. This
8    paragraph (1), except for this sentence, is inoperative on
9    and after June 30, 2019.
10        (2) It shall be unlawful for any person to hunt or trap
11    bobcat at any time in the counties of Cook, DuPage, Kane,
12    Lake, McHenry, or Will.
13    It is unlawful to pursue any fur-bearing mammal with a dog
14or dogs between the hours of sunset and sunrise during the 10
15day period preceding the opening date of the raccoon hunting
16season and the 10 day period following the closing date of the
17raccoon hunting season except that the Department may issue
18field trial permits in accordance with Section 2.34 of this
19Act. A non-resident from a state with more restrictive
20fur-bearer pursuit regulations for any particular species than
21provided for that species in this Act may not pursue that
22species in Illinois except during the period of time that
23Illinois residents are allowed to pursue that species in the
24non-resident's state of residence. Hound running areas
25approved by the Department shall be exempt from the provisions
26of this Section.

1    It shall be unlawful to take beaver, river otter, weasel,
2mink, or muskrat except during the open season set annually by
3the Director, and then, only with traps, except that a firearm,
4pistol, or airgun of a caliber not larger than a .22 long rifle
5may be used to remove the animal from the trap.
6    It shall be unlawful for any person to trap beaver or river
7otter with traps except during the open season which will be
8set annually by the Director between 12:01 a.m., November 1st
9and 12:00 midnight, March 31, both inclusive.
10    Coyote may be taken by trapping methods only during the
11period from September 1 to March 1, both inclusive, and by
12hunting methods at any time.
13    Striped skunk may be taken by trapping methods only during
14the period from September 1 to March 1, both inclusive, and by
15hunting methods at any time.
16    Muskrat may be taken by trapping methods during an open
17season set annually by the Director.
18    For the purpose of taking fur-bearing mammals, the State
19may be divided into management zones by administrative rule.
20    It shall be unlawful to take or possess more than the
21season limit or possession limit of fur-bearing mammals that
22shall be set annually by the Director. The season limit for
23river otter shall not exceed 5 river otters per person per
24season. The season limit for bobcat shall not exceed one bobcat
25per permit. Possession limits shall not apply to fur buyers,
26tanners, manufacturers, and taxidermists, as defined by this

1Act, who possess fur-bearing mammals in accordance with laws
2governing such activities.
3    Nothing in this Section shall prohibit the taking or
4possessing of fur-bearing mammals found dead or
5unintentionally killed by a vehicle along a roadway during the
6open season provided the person who possesses such fur-bearing
7mammals has all appropriate licenses, stamps, or permits; the
8season for which the species possessed is open; and that such
9possession and disposal of such fur-bearing mammals is
10otherwise subject to the provisions of this Section.
11    The provisions of this Section are subject to modification
12by administrative rule.

15    Section 99. Effective date. This Act takes effect July 1,
162017.".
