1 | | Section 10. The Illinois Income Tax Act is amended by |
2 | | adding Sections 507GGG and 507HHH as follows: |
3 | | (35 ILCS 5/507GGG new) |
4 | | Sec. 507GGG. Thriving Youth checkoff. For taxable years |
5 | | ending on or after December 31, 2017, the Department must print |
6 | | on its standard individual income tax form a provision (i) |
7 | | indicating that if the taxpayer wishes to contribute to the |
8 | | Thriving Youth Income Tax Checkoff Fund, as authorized by this |
9 | | amendatory Act of the 100th General Assembly, he or she may do |
10 | | so by stating the amount of the contribution (not less than $1) |
11 | | on the return and (ii) stating that the contribution will |
12 | | reduce the taxpayer's refund or increase the amount of payment |
13 | | to accompany the return. Failure to remit any amount of |
14 | | increased payment shall reduce the contribution accordingly. |
15 | | This Section does not apply to any amended return. |

18 | | (a) For taxable years ending on or after December 31, 2017, |
19 | | the Department must print on its standard individual income tax |
20 | | form a provision (i) indicating that if the taxpayer wishes to |
21 | | contribute to the Criminal Justice Information Projects Fund, |
22 | | as authorized by this amendatory Act of the 100th General |
23 | | Assembly, he or she may do so by stating the amount of the |

1 | | contribution (not less than $1) on the return and (ii) stating |
2 | | that the contribution will reduce the taxpayer's refund or |
3 | | increase the amount of payment to accompany the return. Failure |
4 | | to remit any amount of increased payment shall reduce the |
5 | | contribution accordingly. This Section does not apply to any |
6 | | amended return. |
7 | | (b) Moneys deposited into the Criminal Justice Information |
8 | | Projects Fund under this Section shall be distributed equally, |
9 | | as soon as practical but at least on a monthly basis, to the |
10 | | Chicago Police Memorial Foundation Fund, the Police Memorial |
11 | | Committee Fund, and the Illinois State Police Memorial Park |
12 | | Fund. Moneys transferred to the funds shall be used, subject to |
13 | | appropriation, to fund grants for building and maintaining |
14 | | memorials and parks; holding annual memorial commemorations; |
15 | | giving scholarships to children of officers killed or |
16 | | catastrophically injured in the line of duty, or those |
17 | | interested in pursuing a career in law enforcement; and |
18 | | providing financial assistance to police officers and their |
19 | | families when a police officer is killed or injured in the line |
20 | | of duty.

21 | | Section 99. Effective date. This Act takes effect upon |
22 | | becoming law.".
