Amends the Counties Code. Provides that with the advice and consent of a majority of the county board, a county board chairman elected by the voters of the county shall: (1) create standing committees; and (2) appoint members and chairpersons to standing committees. Limits applicability to counties having a population between 300,000 and 1,000,000.

2 | | Be it enacted by the People of the State of Illinois,

3 | | represented in the General Assembly:

4 | | Section 5. The Counties Code is amended by adding Section |
5 | | 2-1003.5 as follows: |
6 | | (55 ILCS 5/2-1003.5 new) |
7 | | Sec. 2-1003.5. Creation of standing committees by |
8 | | chairman; appointment of members. With the advice and consent |
9 | | of a majority of the county board, a county board chairman |
10 | | elected by the voters of the county shall: (1) create standing |
11 | | committees; and (2) appoint members and chairpersons to |
12 | | standing committees. This Section applies to counties having a |
13 | | population between 300,000 and 1,000,000.
