AMENDMENT TO SENATE BILL 2364

AMENDMENT NO. ______. Amend Senate Bill 2364 by replacing everything after the enacting clause with the following:

"Section 5. The Local Government Accounting Systems Act is amended by adding Sections 3 and 4 as follows:

(15 ILCS 425/3 new)

Sec. 3. Training and education course.

(a) The State Comptroller shall also create, promote, and implement a training and education course program on matters pertaining to the administration and operation of municipal governments for newly elected members of municipal governing authorities, the purpose of which shall be to instruct such individuals in the powers, duties, and responsibilities of their positions of public trust.

(b) All costs of operating and conducting the training and education course shall be paid for from public funds appropriated for such purposes. The training and education course required by this Section shall be conducted by the Office of the Comptroller, or its designees, under rules, regulations, procedures, policies, requirements, and standards as prescribed from time to time by the Office of the Comptroller.

(c) The Office of the Comptroller, in consultation with the Illinois Municipal League and other designated entities, shall establish guidelines and procedures to permit any person elected or appointed as a member of a municipal governing authority after January 1 of a calendar year or any person who is otherwise unable to attend or complete the training and education course when offered by the program due to medical disability, providential cause, or any other reason deemed sufficient by such committee, to comply with the applicable training and education course requirements.

(d) All persons elected as members of a municipal governing authority, who were not serving as members of a municipal governing authority before the effective date of this amendatory Act of the 100th General Assembly, shall enroll in, attend, and satisfactorily complete a course of training and education on matters pertaining to the administration and operations of municipal governments. The course of training and education shall include, but not be limited to, orientation in local government finance and budgeting; methods of taxation; planning; public works and utilities; parks and recreation; environmental management; public safety; personnel management; responsiveness to the community; the ethics, duties, and responsibilities of members of a municipal governing authority or a chief executive officer; and any other matters as may be deemed necessary and appropriate.

All expenses incurred by a newly elected member of a municipal governing authority related to the course of training and education authorized and required by subsection (b), including the reasonable costs of housing, travel, and meals, shall be paid from public funds appropriated for such purposes. All expenses not paid for by State funds shall be paid from municipal funds by the municipal authority whose newly elected member or members shall attend the course.

Sec. 4. Training and education course program report. On or before February 1 of each year, the Office of the Comptroller, or its designee, shall file a report to the Governor. The report shall include a summary of the accomplishments of the program established under Section 3 during the preceding calendar year, including, but not limited to, the total number of members of a municipal governing authority who attended the training and education course offered by the program; an outline of the program for the current calendar year; an evaluation of the program and services offered by the program; and recommendations, if any, for legislation as may be necessary to improve the program and services offered by the program.".
