2 | | AMENDMENT NO. ______. Amend Senate Bill 2364 by replacing |
3 | | everything after the enacting clause with the following:

4 | | "Section 5. The Local Government Accounting Systems Act is |
5 | | amended by adding Sections 3 and 4 as follows: |
6 | | (15 ILCS 425/3 new) |
7 | | Sec. 3. Training and education course. |
8 | | (a) The State Comptroller shall also create, promote, and |
9 | | implement a training and education course program on matters |
10 | | pertaining to the administration and operation of municipal |
11 | | governments for newly elected members of municipal governing |
12 | | authorities, the purpose of which shall be to instruct such |
13 | | individuals in the powers, duties, and responsibilities of |
14 | | their positions of public trust. |
15 | | (b) All costs of operating and conducting the training and |
16 | | education course shall be paid for from public funds |

1 | | appropriated for such purposes. The training and education |
2 | | course required by this Section shall be conducted by the |
3 | | Office of the Comptroller, or its designees, under rules, |
4 | | regulations, procedures, policies, requirements, and standards |
5 | | as prescribed from time to time by the Office of the |
6 | | Comptroller. |
7 | | (c) The Office of the Comptroller, in consultation with the |
8 | | Illinois Municipal League and other designated entities, shall |
9 | | establish guidelines and procedures to permit any person |
10 | | elected or appointed as a member of a municipal governing |
11 | | authority after January 1 of a calendar year or any person who |
12 | | is otherwise unable to attend or complete the training and |
13 | | education course when offered by the program due to medical |
14 | | disability, providential cause, or any other reason deemed |
15 | | sufficient by such committee, to comply with the applicable |
16 | | training and education course requirements. |
17 | | (d) All persons elected as members of a municipal governing |
18 | | authority, who were not serving as members of a municipal |
19 | | governing authority before the effective date of this |
20 | | amendatory Act of the 100th General Assembly, shall enroll in, |
21 | | attend, and satisfactorily complete a course of training and |
22 | | education on matters pertaining to the administration and |
23 | | operations of municipal governments. The course of training and |
24 | | education shall include, but not be limited to, orientation in |
25 | | local government finance and budgeting; methods of taxation; |
26 | | planning; public works and utilities; parks and recreation; |

1 | | environmental management; public safety; personnel management; |
2 | | responsiveness to the community; the ethics, duties, and |
3 | | responsibilities of members of a municipal governing authority |
4 | | or a chief executive officer; and any other matters as may be |
5 | | deemed necessary and appropriate. |
6 | | All expenses incurred by a newly elected member of a |
7 | | municipal governing authority related to the course of training |
8 | | and education authorized and required by subsection (b), |
9 | | including the reasonable costs of housing, travel, and meals, |
10 | | shall be paid from public funds appropriated for such purposes. |
11 | | All expenses not paid for by State funds shall be paid from |
12 | | municipal funds by the municipal authority whose newly elected |
13 | | member or members shall attend the course. |

15 | | Sec. 4. Training and education course program report. On or |
16 | | before February 1 of each year, the Office of the Comptroller, |
17 | | or its designee, shall file a report to the Governor. The |
18 | | report shall include a summary of the accomplishments of the |
19 | | program established under Section 3 during the preceding |
20 | | calendar year, including, but not limited to, the total number |
21 | | of members of a municipal governing authority who attended the |
22 | | training and education course offered by the program; an |
23 | | outline of the program for the current calendar year; an |
24 | | evaluation of the program and services offered by the program; |
25 | | and recommendations, if any, for legislation as may be |
