| 4 | | "Section 5. The State Comptroller Act is amended by adding |
| 5 | | Section 28 as follows:

| 6 | | (15 ILCS 405/28 new) |
| 7 | | Sec. 28. Subcontractor information. Notwithstanding any |
| 8 | | other provision of law, each State agency that submits a |
| 9 | | voucher to the Comptroller for payment shall include with the |
| 10 | | voucher the following information, without limitation: (1) |
| 11 | | whether the voucher includes a payment to a subcontractor; and |
| 12 | | (2) if the voucher includes a payment to a subcontractor, the |
| 13 | | name of each subcontractor and the amount of the voucher that |
| 14 | | is to be paid to each subcontractor. That information shall be |
| 15 | | posted on the State Comptroller's website.
