Amends the Illinois Administrative Procedure Act. Provides that no later than October 1, 2018, the Executive Director of the Joint Committee on Administrative Rules and the Executive Director of the Legislative Information System shall jointly study and report to the General Assembly on the feasibility and cost of developing an online searchable database system for storing public comment on proposed administrative rules as it is received by State agencies. Provides for the contents of the report. Repeals the section on October 1, 2019. Effective immediately.

2 | | Be it enacted by the People of the State of Illinois,
|
3 | | represented in the General Assembly:
|
4 | | Section 5. The Illinois Administrative Procedure Act is |
5 | | amended by adding Section 5-170 as follows: |
6 | | (5 ILCS 100/5-170 new) |
7 | | Sec. 5-170. Online database study. No later than October 1, |
8 | | 2018, the Executive Director of the Joint Committee on |
9 | | Administrative Rules and the Executive Director of the |
10 | | Legislative Information System shall jointly study and report |
11 | | to the General Assembly on the feasibility and cost of |
12 | | developing an online searchable database system for storing |
13 | | public comment on proposed rules as it is received by State |
14 | | agencies. The report shall include, but not be limited to, an |
15 | | estimated budget for the project, an estimate of any additional |
16 | | staff that may be necessary to maintain the database, any |
17 | | cybersecurity concerns, ways in which such a database would |
18 | | increase transparency and reduce confusion during the first and |
19 | | second notice periods, and any other recommendations that the |
20 | | Executive Directors may deem necessary or relevant. |
21 | | This Section is repealed on October 1, 2019.
