SENATE JOINT RESOLUTION

  
 
2    WHEREAS, It is highly fitting that the Illinois General 
3Assembly pays honor and respect to the truly great individuals 
4who have served their communities; and
  
 
5    WHEREAS, Trooper Ryan M. Albin grew up near Bellflower and 
6graduated from Blue Ridge High School in Farmer City; Trooper 
7Albin later earned a bachelor's degree from Eureka College; and
  
 
8    WHEREAS, On January 8, 2006, Trooper Albin joined the 
9Illinois State Police after graduating from the Illinois State 
10Police Academy; and
  
         
11    WHEREAS, In 2015, Trooper Albin was nominated as Officer of 
12the Year for the Pontiac-based Illinois State Police District 
136; he was also nominated for the same award for DeWitt County 
14in 2009; and
  
 
15    WHEREAS, Trooper Albin was recognized for his efforts to 
16curb drunk driving; he received awards for making more than 100 
17arrests in one year; and
  
 
18    WHEREAS, Trooper Albin was a member of the National 
19Criminal Enforcement Association; he was a trustee for the 
20Fraternal Order of Police; and

1    WHEREAS, On June 28, 2017, Trooper Albin was killed in a 
2two-vehicle accident on I-74, just west of Farmer City; and
  
 
3    WHEREAS, Trooper Albin is survived by his parents; his two 
4sisters; his daughter; and his son; therefore, be it
  
 
5    RESOLVED, BY THE SENATE OF THE ONE HUNDREDTH GENERAL 
6ASSEMBLY OF THE STATE OF ILLINOIS, THE HOUSE OF REPRESENTATIVES 
7CONCURRING HEREIN, that we designate the section of Interstate 
874 as it travels from mile post 155 to 160 near Farmer City as 
9"Trooper Ryan M. Albin Memorial Highway"; and be it further
  
 
10    RESOLVED, BY THE SENATE OF THE ONE HUNDREDTH GENERAL 
11ASSEMBLY OF THE STATE OF ILLINOIS, THE HOUSE OF REPRESENTATIVES 
12CONCURRING HEREIN, that the Illinois Department of 
13Transportation is requested to erect at suitable locations, 
14consistent with State and federal regulations, appropriate 
15plaques or signs giving notice of the name "Trooper Ryan M. 
16Albin Memorial Highway"; and be it further
  
 
17    RESOLVED, That suitable copies of this resolution be 
18presented to the family of Trooper Ryan M. Albin and the 
19Secretary of the Illinois Department of Transportation.
