Proposes to amend the Executive and Finance Articles of the Illinois Constitution. Provides that the Lieutenant Governor shall not maintain a separate office and staff, but shall receive support from the Office of the Governor necessary to perform the duties and exercise the powers delegated by the Governor and prescribed by law. Provides that, apart from the salary of the Lieutenant Governor, appropriations necessary for the Lieutenant Governor to perform the duties and exercise the powers delegated by the Governor and prescribed by law shall be included in the appropriations for the Office of the Governor. Effective upon being declared adopted.

5 | | CONCURRING HEREIN, that there shall be submitted to the |
6 | | electors of the State for adoption or rejection at the general |
7 | | election next occurring at least 6 months after the adoption of |
8 | | this resolution a proposition to amend the Illinois |
9 | | Constitution by changing Section 14 of Article V and Section 2 |
10 | | of Article VIII as follows:

14 | | SECTION 14. LIEUTENANT GOVERNOR - DUTIES
|
15 | | The Lieutenant Governor shall perform the duties and |

in the Executive Branch that may be |
17 | | delegated to him by the Governor and
that may be prescribed by |
18 | | law. The Lieutenant Governor shall not maintain a separate |

4 | | SECTION 2. STATE FINANCE
|
5 | | (a) The Governor shall prepare and submit to the General |
6 | | Assembly, at
a time prescribed by law, a State budget for the |
7 | | ensuing fiscal year.
The budget shall set forth the estimated |
8 | | balance of funds available for
appropriation at the beginning |
9 | | of the fiscal year, the estimated
receipts, and a plan for |
10 | | expenditures and obligations during the fiscal
year of every |
11 | | department, authority, public corporation and quasi-public
|
12 | | corporation of the State, every State college and university, |
13 | | and every
other public agency created by the State, but not of |
14 | | units of local
government or school districts. Apart from the |
15 | | salary for the Lieutenant Governor, appropriations necessary |
16 | | for the Lieutenant Governor to perform the duties and exercise |
17 | | the powers delegated by the Governor and prescribed by law |
18 | | shall be included in the appropriations for the Office of the |
19 | | Governor. The budget shall also set forth the
indebtedness and |
20 | | contingent liabilities of the State and such other
information |
21 | | as may be required by law. Proposed expenditures shall not

22 | | exceed funds estimated to be available for the fiscal year as |
23 | | shown in
the budget.

24 | | (b) The General Assembly by law shall make appropriations |
25 | | for all
expenditures of public funds by the State. |
