| 2 | | AMENDMENT NO. ___. Amend Senate Resolution 582 by replacing |
| 3 | | everything after the heading with the following: |
| 4 | | "WHEREAS, The United States was built upon the premise and |
| 5 | | the promise of religious
acceptance, a principle enshrined in |
| 6 | | the First Amendment guarantee of free exercise of
religion and |
| 7 | | faith; and |
| 8 | | WHEREAS, The State of Illinois has historically welcomed |
| 9 | | newcomers from all nations
and of all faith traditions, and has |
| 10 | | historically benefited from the diversity that
newcomers |
| 11 | | bring; and |
| 12 | | WHEREAS, The most recent federal election campaign |
| 13 | | featured rhetoric and discussion
of policy proposals hostile to |
| 14 | | certain nationality and religious groups, including a call for
|
| 15 | | registry of Americans based upon their country of origin or |
|

| 1 | | their religious beliefs; and |
| 2 | | WHEREAS, Reported physical attacks on Muslim, Sikh, Arab, |
| 3 | | and South Asian Americans
and other incidents of |
| 4 | | discrimination, including in housing, employment, and |
| 5 | | education,
have increased sharply during the past two years and |
| 6 | | in particular since the 2016
elections; and |
| 7 | | WHEREAS, Youths among various ethnic and religious groups |
| 8 | | have been targeted for
discrimination and face barriers to |
| 9 | | safely expressing their religion in school, with young
Muslim |
| 10 | | women being bullied for wearing the hijab or niqab; and |
| 11 | | WHEREAS, The current federal administration has imposed a |
| 12 | | series of restrictions based
upon religion or ethnicity |
| 13 | | currently targeting immigrants and travelers from eight
|
| 14 | | countries, including six Muslim majority countries along with |
| 15 | | North Korea and
Venezuela - restrictions that federal courts |
| 16 | | had previously enjoined in part due to their
discriminatory |
| 17 | | intent; and |
| 18 | | WHEREAS, Initiatives such as the travel restrictions and |
| 19 | | the potential registry echo past
discriminatory initiatives |
| 20 | | such as the internment of 120,000 Americans of Japanese
descent |
| 21 | | during World War II, for which our nation has formally |
| 22 | | apologized; and |
|

| 1 | | WHEREAS, Our State should continue to welcome all |
| 2 | | nationality and religious groups and
should stand in opposition |
| 3 | | to any attempts to discriminate against any group based on
|
| 4 | | national origin or religion; therefore, be it |
| 5 | | RESOLVED, BY THE SENATE OF THE ONE HUNDREDTH GENERAL |
| 6 | | ASSEMBLY OF THE
STATE OF ILLINOIS, that it is the sense of this |
| 7 | | body that no State or local government
agency or official |
| 8 | | should expend any time, facilities, equipment, information, or |
| 9 | | other
resources of the agency or official to facilitate the |
| 10 | | creation, publication, or maintenance
of or any participation |
| 11 | | in any federal program with the purpose of registering or
|
| 12 | | maintaining a database of individuals present in the United |
| 13 | | States based on their race,
color, ancestry, national origin, |
| 14 | | or religion; and be it further |
| 15 | | RESOLVED, That suitable copies of this resolution be
|
| 16 | | delivered to the President and Vice-President of the United
|
| 17 | | States, the Majority and Minority Leaders of the United States
|
| 18 | | Senate, the Speaker and Minority Leaders of the United States
|
| 19 | | House of Representatives, and all members of the Illinois
|
| 20 | | Congressional Delegation."
