2 | | WHEREAS, It has come to the attention of the Illinois |
3 | | Senate that distinguished lobbyist Richard "Dick" Lockhart has |
4 | | recently
announced that he will be retiring at the end of this |
5 | | session after 59 years as a registered lobbyist; and
|
6 | | WHEREAS, Richard Lockhart was born in Lima, Ohio on January |
7 | | 20, 1924; and |
8 | | WHEREAS, Richard Lockhart enlisted in the United States |
9 | | Army in 1943; during his time in the service he was held
as a |
10 | | prisoner of war in 1945, and as a result of his bravery and |
11 | | selflessness, he was awarded the Bronze Star and
the Combat |
12 | | Infantryman Badge; he was honorably discharged from service on |
13 | | December 12, 1945; and |
14 | | WHEREAS, Richard Lockhart returned to Chicago and |
15 | | continued his education at Northwestern University

16 | | School in 1946; and |
17 | | WHEREAS, Richard Lockhart married Dorothy Phelps in 1948 |
18 | | and together they raised two children,
Lisa and David; and |
19 | | WHEREAS, Richard Lockhart pursued a career focused on |
20 | | politics, forming a lobbying and consulting firm,

1 | | Engineering Associates in 1958; he published a nonpartisan |
2 | | newsletter, "The Illinois Political Reporter" beginning in |
3 | | 1961 until 1986; and

4 | | WHEREAS, Richard Lockhart was named as one of the "10 Best |
5 | | Lobbyists in Illinois" by the Chicago Sun-Times; he served as a |
6 | | special consultant to the President of the Constitutional |
7 | | Convention in 1970, as
speaker of the Illinois Third House in |
8 | | 1981, and in 2004, he was the recipient of the Illinois Third |
9 | | House
Lifetime Achievement Award; and
|
10 | | WHEREAS, Richard Lockhart has authored numerous works, |
11 | | including, "The Legislative Process and the Pursuit of Virtue", |
12 | | "Words Wise and
Otherwise", and "Lockhart Logic", as well as |
13 | | compiling a World War II memoir in which he eagerly
shares his |
14 | | vast knowledge with friends and strangers alike; and
|
15 | | WHEREAS, Richard Lockhart has, throughout his lifetime, |
16 | | given generously to support the United States Holocaust
|
17 | | Memorial Museum, the Illinois State Library, and the Allen |
18 | | County Public Library in Ft. Wayne, Indiana; and |
19 | | WHEREAS, Richard Lockhart has admirably served numerous |
20 | | clients over his career including: the Illinois Credit Union |
21 | | League, the Illinois Mental Health Association, the Illinois |
22 | | School Psychologists Association, the Condominium Association |

1 | | of Chicago, the Retired Chicago Teachers Association, the State |
2 | | University Annuitants Association, and many other groups; and
|
3 | | WHEREAS, Upon retirement, Richard Lockhart plans to write a |
4 | | civics guide on lobbying and the legislative process; |
5 | | therefore, be it
|
6 | | RESOLVED, BY THE SENATE OF THE ONE HUNDREDTH GENERAL |
7 | | ASSEMBLY OF THE STATE OF ILLINOIS, that we hereby extend our |
8 | | best wishes to Richard "Dick" Lockhart on the occasion of his |
9 | | retirement and commend him for his years of dedication to the |
10 | | people of the State of Illinois; and be it further |
11 | | RESOLVED, That we declare December 31, 2017 as "Richard |
12 | | "Dick" Lockhart Day" in the State of Illinois; and be it |
13 | | further

14 | | RESOLVED, That a suitable copy of this resolution be |
15 | | presented to Richard Lockhart as an expression of our
esteem |
16 | | and respect.
