SENATE RESOLUTION

 
2    WHEREAS, It has come to the attention of the Illinois
3Senate that distinguished lobbyist Richard "Dick" Lockhart has
4recently announced that he will be retiring at the end of this
5session after 59 years as a registered lobbyist; and
 
6    WHEREAS, Richard Lockhart was born in Lima, Ohio on January
720, 1924; and
 
8    WHEREAS, Richard Lockhart enlisted in the United States
9Army in 1943; during his time in the service he was held as a
10prisoner of war in 1945, and as a result of his bravery and
11selflessness, he was awarded the Bronze Star and the Combat
12Infantryman Badge; he was honorably discharged from service on
13December 12, 1945; and
 
14    WHEREAS, Richard Lockhart returned to Chicago and
15continued his education at Northwestern University Evening
16School in 1946; and
 
17    WHEREAS, Richard Lockhart married Dorothy Phelps in 1948
18and together they raised two children, Lisa and David; and
 
19    WHEREAS, Richard Lockhart pursued a career focused on
20politics, forming a lobbying and consulting firm, Social

1Engineering Associates in 1958; he published a nonpartisan
2newsletter, "The Illinois Political Reporter" beginning in
31961 until 1986; and
 
4    WHEREAS, Richard Lockhart was named as one of the "10 Best
5Lobbyists in Illinois" by the Chicago Sun-Times; he served as a
6special consultant to the President of the Constitutional
7Convention in 1970, as speaker of the Illinois Third House in
81981, and in 2004, he was the recipient of the Illinois Third
9House Lifetime Achievement Award; and
 
10    WHEREAS, Richard Lockhart has authored numerous works,
11including, "The Legislative Process and the Pursuit of Virtue",
12"Words Wise and Otherwise", and "Lockhart Logic", as well as
13compiling a World War II memoir in which he eagerly shares his
14vast knowledge with friends and strangers alike; and
 
15    WHEREAS, Richard Lockhart has, throughout his lifetime,
16given generously to support the United States Holocaust
17Memorial Museum, the Illinois State Library, and the Allen
18County Public Library in Ft. Wayne, Indiana; and
 
19    WHEREAS, Richard Lockhart has admirably served numerous
20clients over his career including: the Illinois Credit Union
21League, the Illinois Mental Health Association, the Illinois
22School Psychologists Association, the Condominium Association

1of Chicago, the Retired Chicago Teachers Association, the State
2University Annuitants Association, and many other groups; and
 
3    WHEREAS, Upon retirement, Richard Lockhart plans to write a
4civics guide on lobbying and the legislative process;
5therefore, be it
 
6    RESOLVED, BY THE SENATE OF THE ONE HUNDREDTH GENERAL
7ASSEMBLY OF THE STATE OF ILLINOIS, that we hereby extend our
8best wishes to Richard "Dick" Lockhart on the occasion of his
9retirement and commend him for his years of dedication to the
10people of the State of Illinois; and be it further
 
11    RESOLVED, That we declare December 31, 2017 as "Richard
12"Dick" Lockhart Day" in the State of Illinois; and be it
13further
 
14    RESOLVED, That a suitable copy of this resolution be
15presented to Richard Lockhart as an expression of our esteem
16and respect.
