| 2 | | WHEREAS, The members of the Illinois Senate are saddened to |
| 3 | | learn of the death of Lake County Circuit Judge John T. |
| 4 | | Phillips of Antioch, who passed away on January 6, 2018; and
|
| 5 | | WHEREAS, Judge John Phillips graduated from Coe College in |
| 6 | | 1969; he then graduated with distinction from the University of |
| 7 | | Iowa School of Law in 1972; he served both active and reserve |
| 8 | | duty in the United States Air Force and, after 28 years of |
| 9 | | service, transferred to the Retired Reserve as a Lieutenant |
| 10 | | Colonel; and
|
| 11 | | WHEREAS, Judge John Phillips began his law career at the |
| 12 | | firm of Churchill, Baumgartner and Phillips in Grayslake, where |
| 13 | | he practiced from 1979 through 1992; and
|
| 14 | | WHEREAS, Judge John Phillips was appointed as an associate |
| 15 | | judge in 1993; he served in that capacity until 2006, when he |
| 16 | | was elected as a full circuit judge; he served in every |
| 17 | | division of the 19th Judicial Circuit and was best known for |
| 18 | | helping to form and preside over the specialized Lake County |
| 19 | | treatment courts, which include Lake County drug court, mental |
| 20 | | health court, and veterans court; and
|
| 21 | | WHEREAS, Judge John Phillips was a man of great integrity, |
