SENATE RESOLUTION

 
2    WHEREAS, The members of the Illinois Senate are saddened to
3learn of the death of Thomas Joseph "Tom" McHugh of Lake
4Forest; and
 
5    WHEREAS, Tom McHugh was born in Scranton, Pennsylvania to
6Edward and Eleanor McHugh on September 20, 1935; he graduated
7from Scranton Preparatory School in 1953 and from The
8University of Scranton in 1957, where he was Magna cum Laude
9and captain of the basketball team; he earned his Bachelor of
10Laws from Georgetown University and his Master of Laws from New
11York University in 1960 and 1962, respectively; he was
12certified as a CPA and admitted to the bar in the District of
13Columbia; and
 
14    WHEREAS, Tom McHugh began his corporate career as manager
15of the tax department for Ingersoll-Rand; he became an officer
16and vice president in charge of taxes at Kraft, Inc, in
17Glenview; during his career, he served as an officer and
18director of several national organizations dedicated to
19improving federal tax policy and was instrumental in the
20passage of the historic Tax Reform Act of 1986; and
 
21    WHEREAS, Tom McHugh served on the IRS Commissioner's
22Advisory Council; he was the founding president of the Illinois

1Business Roundtable and served on the boards of The University
2of Scranton, Marywood University, and Marymount College; and
 
3    WHEREAS, Tom McHugh was honored by the University of
4Scranton with its Frank J. O'Hara Distinguished Alumni Award;
5and
 
6    WHEREAS, Tom McHugh founded Witness Ministries, a national
7Catholic/Christian publishing firm focused on the Mass and the
8Eucharist; and
 
9    WHEREAS, Tom McHugh is survived by his wife of 51 years,
10Joan Carter McHugh; his children, Tom McHugh Jr. (Sinead),
11Katie McHugh Ranke (Greg), Dan McHugh (Pippa), and Rich McHugh
12(Danie); 13 grandchildren; his sisters, Betty Antalics and
13Janet Bartley; and his brother, Fr. Richard McHugh S.J.;
14therefore, be it
 
15    RESOLVED, BY THE SENATE OF THE ONE HUNDREDTH GENERAL
16ASSEMBLY OF THE STATE OF ILLINOIS, that we mourn the passing of
17Thomas Joseph "Tom" McHugh, and extend our sincere condolences
18to his family, friends, and all who knew and loved him; and be
19it further
 
20    RESOLVED, That a suitable copy of this resolution be
21presented to the family of Tom McHugh as an expression of our
