SENATE RESOLUTION

  
 
2    WHEREAS, The Wisconsin General Assembly passed legislation 
3that incentivizes Foxconn Technology Group to open and operate 
4a facility in Racine County, Wisconsin that would waive 
5significant environment protections; and
  
 
6    WHEREAS, Foxconn will be allowed to discharge dredged 
7materials or fill wetlands without a permit and forego 
8environmental impact statements; and
  
 
9    WHEREAS, Racine County and the site chosen sits in the Des 
10Plaines watershed that also extends into Illinois; and
  
 
11    WHEREAS, Wetlands are vital for clean water, flood water 
12storage, and ecological integrity; and
  
 
13    WHEREAS, Flooding in the Des Plaines River watershed and 
14throughout Lake County has cost billions of dollars and caused 
15severe damage; and
  
 
16    WHEREAS, Foxconn plans to draw seven million gallons of 
17water a day from Lake Michigan, a critical water resource for 
18the people of Illinois; and
  
 
19    WHEREAS, There are questions being raised about whether the

1diversion request meets the definition and intent of the Great 
2Lakes Compact requirement that water be used for a "Group of 
3largely residential customers"; therefore, be it
  
 
4    RESOLVED, BY THE SENATE OF THE ONE HUNDREDTH GENERAL 
5ASSEMBLY OF THE STATE OF ILLINOIS, that we urge the State of 
6Wisconsin to consider the serious concerns over the Foxconn 
7development due to the environmental and public health threats 
8it poses to the people of Illinois; and be it further
  
 
9    RESOLVED, That we urge Illinois agencies to take whatever 
10actions possible to protect against the loss of water 
11resources, the potential flooding, and other ecological 
12impacts from this development; and be it further
  
 
13    RESOLVED, That we state our belief that Illinois should not 
14waive similar environmental requirements for any developments 
15seeking to locate in Illinois.
