2 | WHEREAS, The members of the Illinois Senate are saddened to | ||||||
3 | learn of the death of Barbara Noel Caldwell of Chicago, who | ||||||
4 | passed away on July 28, 2018; and
| ||||||
5 | WHEREAS, Barbara Caldwell was born in Chicago to the | ||||||
6 | Honorable Lewis A.H. and Alice Jarrells Caldwell on March 23, | ||||||
7 | 1937; she spent her childhood scooping ice cream at Roberta's | ||||||
8 | Sweet Shop and writing Teen Town Chatter, a weekly column in | ||||||
9 | the Chicago Crusader newspaper; she was educated in the Chicago | ||||||
10 | Public School System and graduated from Hyde Park High School; | ||||||
11 | she attended St. Edmund's Episcopal Church, where she learned | ||||||
12 | the principles that guided her life; her firm belief in | ||||||
13 | education led her to attend Howard University and then return | ||||||
14 | to Chicago, where she earned a Bachelor of Science in Teaching | ||||||
15 | from the Chicago Teachers College, now Chicago State | ||||||
16 | University; she later earned a master's degree in Inner City | ||||||
17 | Studies from Northeastern University; she married Keith Alonzo | ||||||
18 | Caldwell on October 22, 1960; and
| ||||||
19 | WHEREAS, Barbara Caldwell began her career in education in | ||||||
20 | the Chicago Public School System at the Alexandre Dumas | ||||||
21 | Elementary school, where she implemented a groundbreaking | ||||||
22 | Closed Circuit Television education program to bring learning | ||||||
23 | to inner-city students; her leadership skills took her to the |

1 | Walt Disney Magnet School, where she became a pod leader in | ||||||
2 | their open classroom curriculum;; and
| ||||||
3 | WHEREAS, Barbara Caldwell served as President of the | ||||||
4 | Chicago Teachers Pension & Retirement Fund, where she managed a | ||||||
5 | $3.5 million budget; she served her community for many years as | ||||||
6 | an active Diamond Life member of Delta Sigma Theta Sorority, | ||||||
7 | Inc.; she was a founding member of the LakeShore Chapter of the | ||||||
8 | Chicago Links, Inc., The Mother's Club, and the Bronzeville | ||||||
9 | Children's Museum; she also served as a board member for | ||||||
10 | several organizations; she was a member of St. Mark United | ||||||
11 | Methodist Church; and
| ||||||
12 | WHEREAS, Barbara Caldwell was never shy about speaking up | ||||||
13 | for those who were less fortunate, a characteristic she learned | ||||||
14 | from her father; she loved life and enjoyed dancing, traveling, | ||||||
15 | horseback riding, and dining out; her interests included | ||||||
16 | collecting art, decorating her home, and spoiling her | ||||||
17 | grandchildren; and
| ||||||
18 | WHEREAS, Barbara Caldwell was preceded in death by her | ||||||
19 | mother; her father; her stepmother, Ruth Stimpson; her sister, | ||||||
20 | Phyllis Yvonne; and her first husband, Keith Caldwell, and her | ||||||
21 | second husband, Richard Ward; and
| ||||||
22 | WHEREAS, Barbara Caldwell is survived by her children, Lori |

1 | (Derryle) Caldwell Valentine and Keith Lewis (Sheryl) | ||||||
2 | Caldwell; her grandchildren, Derryle Keith Valentine, | ||||||
3 | Christopher Caldwell Valentine, Kyra Rene Caldwell, Dorian | ||||||
4 | Noel Valentine, and Karson Nicole Caldwell; and her many | ||||||
5 | relatives, friends, neighbors, sorority sisters, church, and | ||||||
6 | club members; therefore, be it

7 | RESOLVED, BY THE SENATE OF THE ONE HUNDREDTH GENERAL | ||||||
8 | ASSEMBLY OF THE STATE OF ILLINOIS, that we mourn the passing of | ||||||
9 | Barbara Noel Caldwell and extend our sincere condolences to her | ||||||
10 | family, friends, and all who knew and loved her; and be it | ||||||
11 | further

12 | RESOLVED, That a suitable copy of this resolution be | ||||||
13 | presented to the family of Barbara Caldwell as an expression of | ||||||
14 | our deepest sympathy.
