| 2 | | WHEREAS, The members of the Illinois Senate are saddened to |
| 3 | | learn of the death of Barbara M. (Johnson) Dye, who passed away |
| 4 | | on August 26, 2018; and
|
| 5 | | WHEREAS, Barbara Dye was born in St. Louis, Missouri to |
| 6 | | Perkins and Inez Johnson on November 23, 1948; she grew up in |
| 7 | | East St. Louis; she attended public schools and received her |
| 8 | | high school diploma from East St. Louis Senior High School in |
| 9 | | 1967; she committed to her faith at an early age at Bray Temple |
| 10 | | CME Church; after raising her daughter, she pursued her college |
| 11 | | education and earned a bachelor's degree in criminal justice |
| 12 | | from Sangamon State University in 1988; she earned her master's |
| 13 | | degree in public administration from Southern Illinois |
| 14 | | University in 1992; she recognized the merits of a good |
| 15 | | education and completed both of her degrees while working |
| 16 | | full-time, managing a household, and being an active member of |
| 17 | | her church; she married Calvin L. Dye Sr. in 2005; and
|
| 18 | | WHEREAS, Barbara Dye was part of a small group of African |
| 19 | | American females that were hired by the May Company for front |
| 20 | | office clerical positions in the 1960s; she left the May |
| 21 | | Company to enter law enforcement; a champion for justice, she |
| 22 | | embraced new concepts introduced by the Illinois Department of |
| 23 | | Corrections in the early 1970s; she helped to open group homes |

| 1 | | for youth reentering society from juvenile facilities and met |
| 2 | | with schools to help open the doors for kids needing a support |
| 3 | | system to regain admission; she was appointed to the Illinois |
| 4 | | Prisoner Review Board in 1992, and she was a member for nearly |
| 5 | | 16 years; and
|
| 6 | | WHEREAS, Barbara Dye was active in several public, |
| 7 | | professional, and social service organizations; she was a |
| 8 | | longtime member of the National Association of Blacks in |
| 9 | | Criminal Justice; in 1995, she accepted membership with the |
| 10 | | East St. Louis Alumnae Chapter of the Delta Sigma Theta |
| 11 | | Sorority, Incorporated; one of her best memories was helping |
| 12 | | her husband campaign for and secure the office of St. Clair |
| 13 | | County Coroner; and
|
| 14 | | WHEREAS, Barbara Dye was preceded in death by her parents |
| 15 | | and her sister, Carol J. Morris; and
|
| 16 | | WHEREAS, Barbara Dye is survived by her husband, Calvin; |
| 17 | | her daughter, Candace Hubbard; her stepchildren, Rayonda Dye |
| 18 | | and Calvin (Rauslyn) Dye Jr.; her granddaughter, Alaina Dye; |
| 19 | | her brother, Michael P. (Elizabeth) Johnson; her sister, Jane |
| 20 | | (Reginald) Hall; her nephews, Michael P. (Alicia) Johnson Jr. |
| 21 | | and Paul Johnson; her nieces, Amanda (Lawrence) Shields, Regina |
| 22 | | (Adrian) Anderson, and Keri Hall; her uncles, Rudolph (Barbara) |
| 23 | | Jackson and Buffus Jackson; her aunts, Ernestine Rogers and |
|

| 1 | | Deloris Puckett; her play-sister, Gloria Haley; and her many |
| 2 | | nieces, nephews, cousins, and family; therefore, be it
|
| 3 | | RESOLVED, BY THE SENATE OF THE ONE HUNDREDTH GENERAL |
| 4 | | ASSEMBLY OF THE STATE OF ILLINOIS, that we mourn the passing of |
| 5 | | Barbara M. (Johnson) Dye, celebrate her contributions to the |
| 6 | | justice system, and extend our sincere condolences to her |
| 7 | | family, friends, and all who knew and loved her; and be it |
| 8 | | further
|
| 9 | | RESOLVED, That a suitable copy of this resolution be |
| 10 | | presented to the family of Barbara Dye as an expression of our |
| 11 | | deepest sympathy.
