SENATE RESOLUTION

 
2    WHEREAS, The members of the Illinois Senate are saddened to
3learn of the death of Rosann Gelvin Noel of Champaign on
4October 4, 2018; and
 
5    WHEREAS, Rosann Noel was born in Champaign to Mabery and
6H.I. Gelvin on January 22, 1932; she graduated from Champaign
7High School in 1949 as a member the "49ers"; she earned her
8Bachelor of Arts in Psychology from the University of Illinois,
9where she was a member of the Kappa Kappa Gamma Sorority and
10remained active in the alum group for many years; she married
11Richard Morrissey Noel on November 28, 1953; and
 
12    WHEREAS, In the 1970s, Rosann Noel began a career in
13fashion; she opened a women's boutique called Con Brio in her
14husband's store, Noel Fashions, which was located in the
15Illinois building, previously housing W. Lewis & Company; when
16Noel Fashions closed, she relocated and continued the business
17for 10 years; and
 
18    WHEREAS, As her son, Tony, battled kidney disease, Rosann
19Noel became involved with the National Kidney Foundation of
20Illinois (NKFI); she and her husband started the Tony Noel
21Research Foundation; she later was a member of the board of
22trustees at NKFI for three decades and served as president for

1a term; she was a member for several years of the National
2Kidney, Urology and Diabetes Advisory Board for the National
3Institutes of Health; she and her husband also started the
4local chapter of the National Kidney Foundation of Illinois;
5and
 
6    WHEREAS, Rosann Noel and Richard enjoyed traveling across
7Europe; this led her to start a business called the Chelsea
8Traveller; they also enjoyed art and became devoted donors to
9the Krannert Center for the Performing Arts and the Krannert
10Art Museum; Rosann was a charter member of the Krannert Art
11Museum Council and served as president for a term; and
 
12    WHEREAS, Rosann Noel had a love of gardening and, with her
13brother, Phil, donated the Gelvin Gardens at Krannert Art
14Museum in honor of their parents; she also planned and donated
15the Welcome Garden at the entrance to the University of
16Illinois Arboretum and dedicated it to her four grandchildren;
17she created an ongoing charitable gift to Mabery Gelvin Gardens
18at the Lake of the Woods Forest Preserve, her father's favorite
19place; and
 
20    WHEREAS, Rosann Noel and her husband enjoyed wintering at
21their home on the island of Sint Maarten in the Caribbean,
22where she gardened with tropical plants; they also spent
23lengthy visits to their home on the Sonoma Coast of California,

1where she enjoyed gardening in Mediterranean style; they
2enjoyed many wonderful Thanksgiving vacations in California
3with family; and
 
4    WHEREAS, Rosann Noel was preceded in death by her parents;
5her brother, Philip; her son, Anthony Thomas Noel (Deena); and
6her nephew, Doug Gelvin; and
 
7    WHEREAS, Rosann Noel is survived by her husband, Dick; her
8nieces, Susan, Nancy, and Linda; her sons, Daniel Morrissey
9Noel (Robin) and Matthew Gelvin Noel (Nancy); her
10grandchildren, Vincent and Raymond and Tony's Mary and her
11brother, Nicholas; her stepgrandchildren, Rachel and Kathryn
12Swindle, Jeremy and Kerry Wuerfel, and Casey and Logan Horberg;
13and her stepgreat-grandchildren, Peyton and Joren Wuerfel;
14therefore, be it
 
15    RESOLVED, BY THE SENATE OF THE ONE HUNDREDTH GENERAL
16ASSEMBLY OF THE STATE OF ILLINOIS, that we mourn the passing of
17Rosann Gelvin Noel and extend our sincere condolences to her
18family, friends, and all who knew and loved her; and be it
19further
 
20    RESOLVED, That a suitable copy of this resolution be
21presented to the family of Rosann Noel as an expression of our
22deepest sympathy.
