Amends the School Code. Provides that, beginning with the 2019-2020 school year, a school board shall require its schools to connect at-risk students in need of academic support to either community-based or in-school academic support; defines "at-risk student". Provides that each school district shall inform the parent or guardian of an at-risk student about the community-based or in-school academic support available in that school district or the community in which the school district is located. Effective immediately.

A BILL FOR

AN ACT concerning education.

Be it enacted by the People of the State of Illinois, represented in the General Assembly:

Section 5. The School Code is amended by adding Sections 10-20.69 and 34-18.61 as follows:

(105 ILCS 5/10-20.69 new)

Sec. 10-20.69. Academic support; at-risk student.

(a) In this Section, "at-risk student" means a student who meets any of the following:

(1) He or she has failed 2 or more classes in the immediately preceding school semester.

(2) He or she is experiencing a decline in his or her grade point average of more than 2 points on a 4.0 scale, or its equivalent on another scale, compared to the immediately preceding school semester.

(3) He or she is a chronic truant, as defined under Section 26-2a of this Code.

(4) He or she has been suspended more than 3 times from a school pursuant to Section 10-22.6 or 34-19 of this Code.

(5) He or she is homeless or at-risk of becoming homeless.

(6) He or she is under the legal custody of the Department of Children and Family Services.

(7) He or she is the subject of an investigation conducted by the Department of Children and Family Services.

(8) He or she displays recurring violent behaviors, including, but not limited to, fighting or threatening other students or school personnel.

(b) Beginning with the 2019-2020 school year, a school board shall require its schools to connect at-risk students in need of academic support to either community-based or in-school academic support. The academic support may include, but is not limited to, any of the following:

(1) Individual or small-group tutoring.

(2) A summer school program.

(3) A mentoring program.

(4) An evaluation for the purpose of placing the student in an individualized education program or a federal Section 504 plan.

(5) Meeting with an academic advisor.

Each school district shall inform the parent or guardian of an at-risk student about the community-based or in-school academic support available in that school district or the community in which the school district is located.

Section 99. Effective date. This Act takes effect upon becoming law.
