AMENDMENT TO HOUSE BILL 844




2    AMENDMENT NO. ______. Amend House Bill 844, AS AMENDED, by 
3replacing everything after the enacting clause with the 
4following:

 
5    "Section 5. The Grant Accountability and Transparency Act 
6is amended  by adding Section 77 as follows:
 
7    (30 ILCS 708/77 new)
8    Sec. 77. Independent Service Coordination agency 
9exemption.
10    (a) Notwithstanding the provisions of Section 75 or  any 
11other provision of law to the contrary, Independent Service 
12Coordination agencies are exempt from the provisions of this 
13Act with respect to the grant application and notice of 
14opportunity process. 
15    (b) Any award granted under this Act by the Division of 
16Developmental Disabilities of the Department of Human Services

1to an Independent Service Coordination agency  prior to the 
2effective date of this amendatory Act of the 101st General 
3Assembly is void. Nothing in this Section shall be construed to 
4prevent the Division from providing grants to existing 
5Independent Service Coordination agencies. 
6    (c) For the purposes of this Section, "Independent Service 
7Coordination agency" means a non-profit organization or a unit 
8of local government that contracts with the Division of 
9Developmental Disabilities of the Department of Human Services 
10to provide independent service coordination as defined under 
11subsection (b) of Section 10 of the Disabilities Services Act 
12of 2003.

 
13    Section 99. Effective date. This Act takes effect upon 
14becoming law.".
