AMENDMENT TO HOUSE BILL 1559




2    AMENDMENT NO. ______. Amend House Bill 1559 by replacing 
3everything after the enacting clause with the following:


 
4    "Section 5. The Illinois Educational Labor Relations Act is 
5amended by adding Section 4.10 as follows:
 
6    (115 ILCS 5/4.10 new)
7    Sec. 4.10. Length of work as subject of collective 
8bargaining.
9    (a) Notwithstanding any other provision of this Act or 
10other law to the contrary, with respect to a school district 
11organized under Article 34 of the School Code only, collective 
12bargaining between an educational employer and an exclusive 
13representative of its employees may include decisions to 
14determine the length of the work and school day and the length 
15of the work and school year.
16    (b) The subject or matters described in subsection (a) are

1permissive subjects of bargaining between the educational 
2employer and an exclusive representative of its employees and, 
3for the purpose of this Act, are within the sole discretion of 
4the educational employer to decide to bargain, provided that 
5the educational employer is required to bargain over the impact 
6of a decision concerning the subject or matter on the 
7bargaining unit upon request of the exclusive representative 
8under Section 10.
 
9    Section 99. Effective date. This Act takes effect upon 
10becoming law, but this Act does not take effect at all unless 
11House Bill 2275 of the 101st General Assembly, in the form in 
12which it passed the House on March 28, 2019, becomes law.".
