AMENDMENT TO HOUSE BILL 2076 




2    AMENDMENT NO. ______. Amend House Bill 2076 by replacing 
3everything after the enacting clause with the following:

 
4    "Section 5. The Environmental Protection Act is amended  by 
5adding Section 22.59 as follows:
 
6    (415 ILCS 5/22.59 new)
7    Sec. 22.59. Regulation of bisphenol A in business 
8transaction paper.
9    (a) For purposes of this Section, "thermal paper" means 
10paper with bisphenol A added to the coating.
11    (b) Beginning January 1, 2020, no person shall manufacture, 
12for sale in this State, thermal paper.
13    (c) No person shall distribute or use any thermal paper for 
14the making of business or banking records, including, but not 
15limited to, records of receipts, credits, withdrawals, 
16deposits, or credit or debit card transactions. This subsection

1shall not apply to thermal paper that was manufactured prior to 
2January 1, 2020.
3    (d) The prohibition in subsections (a) and (b) shall not 
4apply to paper containing recycled material.
 

5    Section 99. Effective date. This Act takes effect upon 
6becoming law.".
