| 5 | | agency, as defined in Section 11-119.1-3 of the Illinois |
| 6 | | Municipal Code, or a municipal natural gas agency, as |
| 7 | | defined in Section 11-119.2-3 of the Illinois Municipal |
| 8 | | Code, within its service territory; |
| 9 | | (4.5) a public utility owned and operated by any |
| 10 | | political subdivision or municipal corporation of this |
| 11 | | State, or owned by such governmental entity and operated by |
| 12 | | any lessee or any operating agent thereof; |
| 13 | | (5) a person or entity representing an electric
