| 1 | HOUSE JOINT RESOLUTION
| ||||||
| 2 | WHEREAS, The citizens of the State of Illinois have been | ||||||
| 3 | subjected to an ever increasing number of
criminal | ||||||
| 4 | investigations of its elected officials in the last decade, as | ||||||
| 5 | well as over its long history; and
| ||||||
| 6 | WHEREAS, Public officials serving the citizens of Illinois | ||||||
| 7 | should be held to a higher ethical standard; and
| ||||||
| 8 | WHEREAS, There is a strong need to ensure that public | ||||||
| 9 | officials operate in an ethical manner and that the
citizens' | ||||||
| 10 | trust in its officials is restored; therefore, be it
| ||||||
| 11 | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE | ||||||
| 12 | HUNDRED FIRST GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, THE | ||||||
| 13 | SENATE CONCURRING HEREIN, that the State Ethics Task Force is | ||||||
| 14 | created to address corruption within Illinois government by | ||||||
| 15 | doing the following: | ||||||
| 16 | (1) Identifying key areas of concern; | ||||||
| 17 | (2) Reviewing current laws and rules for legislators, | ||||||
| 18 | lobbyists, and State personnel; | ||||||
| 19 | (3) Studying best practices implemented by other state | ||||||
| 20 | governments; and | ||||||
| 21 | (4) Identifying legislative changes necessary to | ||||||
| 22 | increase transparency, tighten ethics and financial
rules, | ||||||
| |||||||
| |||||||
| 1 | and improve the public's trust in State government; be it | ||||||
| 2 | further | ||||||
| 3 | RESOLVED, That the Task Force shall consist of the | ||||||
| 4 | following members: | ||||||
| 5 | (1) One member of the Governor's staff or the Lt. | ||||||
| 6 | Governor appointed by the Governor; | ||||||
| 7 | (2) Two members of the House of Representatives | ||||||
| 8 | appointed by the Speaker of the House; | ||||||
| 9 | (3) Two members of the House of Representatives | ||||||
| 10 | appointed by the Minority Leader of the
House of | ||||||
| 11 | Representatives; | ||||||
| 12 | (4) Two members of the Senate appointed by the | ||||||
| 13 | President of the Senate; and | ||||||
| 14 | (5) Two members of the Senate appointed by the Minority | ||||||
| 15 | Leader of the Senate; be it further | ||||||
| 16 | RESOLVED, That the members of the House of Representatives | ||||||
| 17 | and of the Senate that are appointed to the
Task Force may not | ||||||
| 18 | be a current appointment to the Legislative Ethics Commission; | ||||||
| 19 | be it further | ||||||
| 20 | RESOLVED, That the members of the Task Force shall serve | ||||||
| 21 | without compensation and shall elect one co-chair
from each | ||||||
| 22 | political party; be it further | ||||||

| 1 | RESOLVED, That the Legislative Ethics Commission shall | ||||||
| 2 | provide staffing and administrative support to the
Task Force | ||||||
| 3 | as needed; be it further | ||||||
| 4 | RESOLVED, That the Task Force shall meet a minimum of four | ||||||
| 5 | times before issuing its report but
otherwise shall meet at the | ||||||
| 6 | call of the two co-chairs; be it further | ||||||
| 7 | RESOLVED, That the Task Force shall take a roll call for | ||||||
| 8 | each meeting and take written minutes of the
proceedings; be it | ||||||
| 9 | further
| ||||||
| 10 | RESOLVED, That the Task Force shall issue its final report | ||||||
| 11 | to the Governor and General
Assembly within 90 days following | ||||||
| 12 | the passage of this joint resolution but no later than the end | ||||||
| 13 | of the 101st General Assembly, and, upon the filing of its | ||||||
| 14 | final report, the Task Force is dissolved.
