| 2 | | WHEREAS, The Windfall Elimination Provision (WEP) was |
| 3 | | created in 1983 to fix an error in how Social Security benefits |
| 4 | | were calculated that had become known as the "windfall"; |
| 5 | | however, the WEP did not always function as intended and often |
| 6 | | penalized workers by giving them a lower income replacement |
| 7 | | rate than they deserved; and
|
| 8 | | WHEREAS, The WEP is also overly complicated in addition to |
| 9 | | being overly punitive; it is not an issue for individuals who |
| 10 | | spend their entire career in one job where they do not pay |
| 11 | | Social Security tax; however, for those who work both at a job |
| 12 | | where they do pay the tax and one where they do not, it can be a |
| 13 | | very confusing process to deal with the WEP; in the modern |
| 14 | | economy, it is more likely that an individual will have |
| 15 | | multiple jobs over their lifetime rather than just one; and
|
| 16 | | WHEREAS, United States House Resolution 711 repeals the |
| 17 | | Windfall Elimination Provision and replaces it with the Public |
| 18 | | Servant Fairness Formula; this change would allow for the use |
| 19 | | of one benefit calculation for all beneficiaries; it will be |
| 20 | | easier to understand and more fair; and
|
| 21 | | WHEREAS, U.S. H.R. 711 is not supported by all as the best |
| 22 | | way to fix the problems created by the WEP; however, it has |
