| 2 | | WHEREAS, The members of the Illinois House of |
| 3 | | Representatives are saddened to learn of the death of Thomas J. |
| 4 | | "Tom" McAvoy of Hickory Hills, who passed away on December 25, |
| 5 | | 2018; and
|
| 6 | | WHEREAS, Tom McAvoy was born in Chicago to Walter C. "Babe" |
| 7 | | and Mary W. (Egan) McAvoy on July 17, 1951; he was raised in |
| 8 | | the Marquette Park neighborhood and graduated from Brother Rice |
| 9 | | High School in 1969; he enlisted in the United States Army in |
| 10 | | 1970 and served in the Vietnam War, where he was assigned to |
| 11 | | military intelligence, and was awarded the Bronze Star, the |
| 12 | | Soldier of the Month Award, and the U.S. Army Intelligence |
| 13 | | Command Certificate of Achievement; he was honorably |
| 14 | | discharged on June 22, 1973; he earned his degree in political |
| 15 | | science with a minor in sociology from the University of |
| 16 | | Illinois at Chicago in 1976; he then attended Northern Illinois |
| 17 | | University and earned a degree in Public Administration-Urban |
| 18 | | Management and Development; and
|
| 19 | | WHEREAS, Tom McAvoy held the position of Director of |
| 20 | | Information for the Water Quality Association before assuming |
| 21 | | the role of Chicago Office Manager for the Illinois Department |
| 22 | | of Commerce and Community Affairs; he then worked for the |
| 23 | | Illinois Department of Public Aid, where he was the Pilot |

| 1 | | Program Evaluation Consultant; in 1985, he moved to the |
| 2 | | Illinois Department of Transportation, where he held the |
| 3 | | positions of Engineering Technician, Data Systems Specialist, |
| 4 | | and Accident and Data Evaluation Specialist; and
|
| 5 | | WHEREAS, Tom McAvoy was active in Chicago politics; he |
| 6 | | coordinated the recruitment, training, and assignment of |
| 7 | | volunteer election judges and pollwatchers at Project LEAP; he |
| 8 | | served as the Republican Committeeman for the 15th Ward and as |
| 9 | | a State Representative in the 82nd General Assembly; after |
| 10 | | moving to Hickory Hills, he continued his civic engagement by |
| 11 | | serving as a Republican Precinct Captain with the Palos |
| 12 | | Township Republican Organization and as the 3rd Ward Alderman |
| 13 | | in the City of Hickory Hills, a position he held until 2017; |
| 14 | | and
|
| 15 | | WHEREAS, Tom McAvoy was a member of the Hills Chamber of |
| 16 | | Commerce Board of Directors, the Hickory Hills Sertoma Club, |
| 17 | | the National Lincoln Highway Association, the Illinois State |
| 18 | | Chapter of the Lincoln Highway Association, the VFW |
| 19 | | Johnson-Phelps Post #5330, and the American Legion |
| 20 | | Darius-Girenas Post #217; he was a former member of the |
| 21 | | Teamster Union, Local 916, the Illinois Lincoln Highway |
| 22 | | Coalition Board of Directors, the Illinois Association of |
| 23 | | Highway Engineers, the Project LEAP Board of Directors, and Pi |
| 24 | | Alpha Alpha, National Honor Society for Public Administration, |

| 1 | | NIU Chapter; and
|
| 2 | | WHEREAS, Tom McAvoy received many awards and distinctions, |
| 3 | | including the Exemplary Friend of the Highway Award from the |
| 4 | | National Lincoln Highway Association; and
|
| 5 | | WHEREAS, Tom McAvoy is survived by his wife, Erin; his |
| 6 | | stepdaughter, Megan; his nephew, Tim; and the many constituents |
| 7 | | whose lives were improved by his service; therefore, be it
|
| 8 | | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE |
| 9 | | HUNDRED FIRST GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that |
| 10 | | we mourn the passing of Thomas J. "Tom" McAvoy and extend our |
| 11 | | sincere condolences to his family, friends, and all who knew |
| 12 | | and loved him; and be it further
|
| 13 | | RESOLVED, That a suitable copy of this resolution be |
| 14 | | presented to the family of Tom McAvoy as an expression of our |
| 15 | | deepest sympathy.
