| 1 | HOUSE RESOLUTION
| ||||||
| 2 | WHEREAS, The health and well-being of women in the State of | ||||||
| 3 | Illinois is a top priority; the health and education of women | ||||||
| 4 | is directly linked to improved social well-being for the entire | ||||||
| 5 | community; and
| ||||||
| 6 | WHEREAS, Reproductive rights are not synonymous with | ||||||
| 7 | abortion services, and Title X funds cannot be used to fund | ||||||
| 8 | abortion services due to the Hyde Amendment of 1976, which does | ||||||
| 9 | not allow federal funds to be used for abortion services; and
| ||||||
| 10 | WHEREAS, Title X funding is directly linked with the | ||||||
| 11 | prevention of sexually transmitted infections (STIs), early | ||||||
| 12 | screening for cervical cancer, and other family-planning | ||||||
| 13 | services; and
| ||||||
| 14 | WHEREAS, Defunding clinics that perform abortion services | ||||||
| 15 | that use Title X funding for other family-planning functions | ||||||
| 16 | will have a direct effect on the most impoverished communities, | ||||||
| 17 | which include the unemployed, the underemployed, and women of | ||||||
| 18 | color, as they are the most likely recipients of Title X | ||||||
| 19 | funding; and
| ||||||
| 20 | WHEREAS, The Title X gag order prevents healthcare | ||||||
| 21 | providers from discussing abortion referrals; this action | ||||||
| |||||||
| |||||||
| 1 | limits the doctor-patient relationship and will force the | ||||||
| 2 | closure of clinics that allow patients and doctors to discuss | ||||||
| 3 | options and choose the most effective healthcare treatment for | ||||||
| 4 | their individual need; and
| ||||||
| 5 | WHEREAS, The Title X gag order will help to dismantle | ||||||
| 6 | progress the United States has made in lowering the rate of | ||||||
| 7 | teen pregnancy, since teens are more likely to seek clinics | ||||||
| 8 | that use Title X funding to grant services on a sliding scale; | ||||||
| 9 | therefore, be it
| ||||||
| 10 | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE | ||||||
| 11 | HUNDRED FIRST GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that | ||||||
| 12 | we urge the Department of Health and Human Services to overturn | ||||||
| 13 | 84 FR 7714, which would render the clinics that perform | ||||||
| 14 | abortion services to be ineligible for any Title X funding and | ||||||
| 15 | would not allow doctors to give referrals for abortion | ||||||
| 16 | services; and be it further
| ||||||
| 17 | RESOLVED, That suitable copies of this resolution be | ||||||
| 18 | delivered to President Donald Trump, the Office of the | ||||||
| 19 | Assistant Secretary of Health, the Office of the Secretary, | ||||||
| 20 | HHS, the Department of Health and Human Services, and all | ||||||
| 21 | members of the Illinois Congressional Delegation.
