| 2 | WHEREAS, Sherwin Swartz was born in Chicago in 1929; he was | ||||||
| 3 | raised by a hardworking family and attended college at | ||||||
| 4 | Roosevelt University; and
| ||||||
| 5 | WHEREAS, In 1953, Sherwin Swartz joined the Independent | ||||||
| 6 | Voters of Illinois (IVI); after more than two decades with IVI, | ||||||
| 7 | he became a key Chicago-area figure and mentor to Illinois | ||||||
| 8 | political volunteers and shared his knowledge of the basic | ||||||
| 9 | technology of day-to-day political organizing and door-to-door | ||||||
| 10 | campaigning; and
| ||||||
| 11 | WHEREAS, An expert on the implementation of election law, | ||||||
| 12 | Sherwin Swartz moved from Chicago to Springfield and became a | ||||||
| 13 | valuable member of the Illinois House Republican staff in 1978; | ||||||
| 14 | as a worker in the Illinois General Assembly for more than a | ||||||
| 15 | decade, he counseled staff and members on both sides of the | ||||||
| 16 | aisle on key points of Illinois election law and politics; and
| ||||||
| 17 | WHEREAS, Sherwin Swartz did not confine his Illinois | ||||||
| 18 | General Assembly work to election law; he was on hand at a | ||||||
| 19 | staff level during a crisis moment in the history of the | ||||||
| 20 | Chicago White Sox in June 1988, when the organization was | ||||||
| 21 | considering transferring its operations to the greater Tampa | ||||||
| 22 | Bay area because of the age of the baseball club's old Comiskey | ||||||

| |||||||
| 1 | Park; and
| ||||||
| 2 | WHEREAS, During the final moments before midnight on June | ||||||
| 3 | 30, 1988, Sherwin Swartz worked with members of the Illinois | ||||||
| 4 | House to enact legislation to enable the development of a | ||||||
| 5 | publicly-financed stadium and public arena on Chicago's South | ||||||
| 6 | Side, the facility that is presently called Guaranteed Rate | ||||||
| 7 | Field; this enabled the White Sox to remain in Chicago; and
| ||||||
| 8 | WHEREAS, In the years since 1988, Sherwin Swartz has | ||||||
| 9 | transferred his allegiance from the White Sox to the St. Louis | ||||||
| 10 | Cardinals, partly because the Cardinals play against the | ||||||
| 11 | Chicago Cubs more often and can beat them more times; and
| ||||||
| 12 | WHEREAS, After his retirement in December 1991, Sherwin | ||||||
| 13 | Swartz has continued to counsel and guide Illinois House | ||||||
| 14 | Republican members and staff; and
| ||||||
| 15 | WHEREAS, As time passes, we in the Illinois General | ||||||
| 16 | Assembly are increasingly aware of the importance of keeping in | ||||||
| 17 | mind the story of World War II and the unspeakable Holocaust, | ||||||
| 18 | and we are grateful for the chance to talk to people who saw | ||||||
| 19 | these things happening so that we can build a legacy to try to | ||||||
| 20 | prevent them from happening again; and
| ||||||
| 21 | WHEREAS, Sherwin Swartz will celebrate his 90th birthday | ||||||

| 1 | soon; therefore, be it
| ||||||
| 2 | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE | ||||||
| 3 | HUNDRED FIRST GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that | ||||||
| 4 | we congratulate Sherwin Swartz on his long service to the | ||||||
| 5 | Illinois General Assembly and on the occasion of his upcoming | ||||||
| 6 | 90th birthday; and be it further
| ||||||
| 7 | RESOLVED, That a suitable copy of this resolution be | ||||||
| 8 | presented to Sherwin Swartz as an expression of our esteem and | ||||||
| 9 | respect.
