| 1 | HOUSE RESOLUTION

| 2 | WHEREAS, When a person is losing blood, every minute | ||||||
| 3 | counts, and the Stop the Bleed campaign of
the American College | ||||||
| 4 | of Surgeons is informing Americans about vital measures to aid | ||||||
| 5 | trauma victims; and
| ||||||
| 6 | WHEREAS, The initiative was created in the wake of the 2012 | ||||||
| 7 | mass shooting at Sandy Hook Elementary
School; the American | ||||||
| 8 | College of Surgeons convened senior health care and public | ||||||
| 9 | safety leaders to
produce a program that will improve survival | ||||||
| 10 | for victims suffering from bleeding injuries, and their
review | ||||||
| 11 | led to the development of the Stop the Bleed campaign; and
| ||||||
| 12 | WHEREAS, Because a trauma victim can bleed to death within | ||||||
| 13 | five minutes, before professional
emergency care arrives, the | ||||||
| 14 | program teaches citizens bleeding-control methods developed by | ||||||
| 15 | the
military and first responders to help citizens become | ||||||
| 16 | immediate responders; and | ||||||
| 17 | WHEREAS, Nearly 45 million Americans lack access to an | ||||||
| 18 | appropriate trauma center within one hour of
being injured; | ||||||
| 19 | ensuring access to trauma care requires many crucial components | ||||||
| 20 | and steps must be taken to ensure that our trauma centers, | ||||||
| 21 | trauma medical staff, and first
responders have the resources | ||||||
| 22 | and skills they need to ensure the best possible chance of | ||||||
| |||||||
| |||||||
| 1 | survival for the
injured patient; and | ||||||
| 2 | WHEREAS, Stop the Bleed also provides kits that include | ||||||
| 3 | such tools as tourniquets, dressings, and
topical hemostatic | ||||||
| 4 | agents to help bystanders offer swift assistance at the scene | ||||||
| 5 | of a mass casualty or
other incident; and
| ||||||
| 6 | WHEREAS, These trauma kits can be affixed to walls in | ||||||
| 7 | public places, much like the cardiac defibrillators
with which | ||||||
| 8 | most modern buildings are furnished; and
| ||||||
| 9 | WHEREAS, The Stop the Bleed campaign is empowering citizens | ||||||
| 10 | across the country to save lives in
situations when time is of | ||||||
| 11 | the absolute essence; and | ||||||
| 12 | WHEREAS, May 23rd has been designated as the
National Stop | ||||||
| 13 | the Bleed Day by the American College of Surgeons Committee on | ||||||
| 14 | Trauma; therefore, be
it
| ||||||
| 15 | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE | ||||||
| 16 | HUNDRED FIRST GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that | ||||||
| 17 | we recognize the Stop the Bleed campaign and encourage
all | ||||||
| 18 | citizens to participate in the initiative and learn more about | ||||||
| 19 | the importance of bleeding control
measures; and be it further
| ||||||
| 20 | RESOLVED, That we declare May 23, 2019 as "Stop the Bleed | ||||||

| |||||||
| 1 | Day" in the State of Illinois.
