AMENDMENT TO HOUSE RESOLUTION 357 


2    AMENDMENT NO. ___.  Amend House Resolution 357 by replacing 
3everything after the heading with the following:
 
4    "RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE

5HUNDRED FIRST GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that

6we direct the Illinois Gaming Board to conduct a disparity

7study on whether minority-owned businesses face any
  barriers 
8that prevent their equitable participation in the
business of 
9legalized sports wagering; and be it further
 
10    RESOLVED, That the study should include, but not be limited

11to, the following:
12        (1) Evidence of past and present racial discrimination

13    by the government in gaming;
14        (2) Annual income and access to capital of those

15    seeking to enter the field; and
16        (3) The process for obtaining sports wagering permits

1    and licensing; and be it further
 
2    RESOLVED, That the Illinois Gaming Board and the General

3Assembly should use the results of this study to address the

4inequality within the business of legalized sports wagering and

5develop clear guidelines to prevent it, alternate remedies to 
6prevent it, flexibility and duration of the relief, the 
7relationship of the numerical goals to the relevant labor 
8market, and the impact on third parties; and be it further
 
9    RESOLVED, That a suitable copy of this resolution be

10delivered to the Illinois Gaming Board."
