HOUSE RESOLUTION

  
 





  
2    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE 
3HUNDRED FIRST GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that 
4we direct the Department of Agriculture and the Department of 
5Financial & Professional Regulation to each conduct a disparity

6study on whether minority-owned businesses face any
barriers 
7that prevent the equitable participation in the
business of 
8cultivating, manufacturing, delivering,
distributing, testing, 
9transporting, and other avenues within
the business of 
10legalized cannabis in Illinois; and be it further
 
11    RESOLVED, That the study should include, but not be limited

12to, the following:
13        (1) Evidence of past and present racial discrimination

14    by the government in the businesses of agriculture 
15    (non-livestock), its delivery, its distribution, its 
16    testing, and its transportation;
17        (2) Annual income, access to capital, cannabis

18    convictions, communities with a disproportionately high

19    amount of law enforcement with respect to cannabis of those

20    seeking to enter the field; and
21        (3) The process for obtaining recreational and medical

22    permits and licensing; and be it further
 
23    RESOLVED, That the Department of Agriculture, the

1Department of Financial & Professional Regulation, and the

2General Assembly should use the results of this study to
  
3address the inequality within the business of legalized 
4cannabis and develop clear guidelines to prevent it, 
5alternative remedies to prevent it, flexibility and duration of 
6the relief, relationship of the numerical goals in the relevant 
7labor market, and impact on third parties; and be it
further
  
 
8    RESOLVED, That a suitable copy of this resolution be 
9delivered to the Department of Agriculture and the Department 
10of Financial & Professional Regulation.
