| 2 | | WHEREAS, Vet Centers were established by Congress with the |
| 3 | | signing of PL 96-22 on June 13, 1979, out of recognition that a |
| 4 | | significant number of Vietnam combat and era veterans were not |
| 5 | | accessing VA services; and
|
| 6 | | WHEREAS, The program's mission was expanded over the course |
| 7 | | of many years to include all conflict zone veterans, all |
| 8 | | veterans and active duty who experience sexual trauma while on |
| 9 | | military duty, bereavement counseling for family members, |
| 10 | | services for veterans who provided emergent medical care or |
| 11 | | mortuary services while on active duty, and members of |
| 12 | | utilizing unmanned aerial vehicle crews; and
|
| 13 | | WHEREAS, Vet Centers guide Veterans and their families |
| 14 | | through many of the major adjustments in lifestyle that often |
| 15 | | occur after a Veteran returns from combat and provide |
| 16 | | counseling, outreach, and referral for eligible veterans; Vet |
| 17 | | Center counselors and outreach staff, many of whom are Veterans |
| 18 | | themselves, are experienced and prepared to discuss the |
| 19 | | tragedies of war, loss, grief, and transition after trauma; and
|
| 20 | | WHEREAS, U.S. military veterans in the State of Illinois |
| 21 | | are served by 11 Vet Centers, 2 Mobile Vet Centers, and |
| 22 | | multiple community access points; therefore, be it
