| 3 | | Representatives are saddened to learn of the death of Hubert W. |
| 4 | | "Jess" Woodruff II of Salem, who passed away on September 14, |
| 5 | | 2019; and

| 6 | | WHEREAS, Hubert Woodruff was born in Oneida, South Dakota |
| 7 | | to Constance Noste and Lewis McCabe Woodruff on July 14, 1923; |
| 8 | | he attended Peoria Central High School, where he met Helen |
| 9 | | Siepert, the woman he would eventually marry; he served in the |
| 10 | | U.S. Army Air Corps in World War II as a Pilot Commander of a |
| 11 | | B-17 Bomber, acquiring 756 hours of military flight time and |
| 12 | | rising to the rank of 2nd Lieutenant; after the war, he resumed |
| 13 | | his education, graduating from Bradley University in Peoria and |
| 14 | | then from the University of Illinois, where he earned a Juris |
| 15 | | Doctorate; and
|
| 16 | | WHEREAS, Hubert Woodruff lived in Iowa, Missouri, |
| 17 | | Pennsylvania, and Minnesota before settling in Illinois in |
| 18 | | 1940; he began his career as a practicing attorney in Peoria; |
| 19 | | he interrupted his practice in 1956 to serve as the State |
| 20 | | Senator for the 18th District (Peoria); he then resumed the |
| 21 | | practice of law as a corporate attorney with Christian |
| 22 | | Universal Life, which resulted in his family's relocation to |
| 23 | | Salem in 1963; he later opened a law office in Salem, where he |
