| 1 | HOUSE RESOLUTION
| ||||||
| 2 | WHEREAS, There are nine nations that have a combined | ||||||
| 3 | nuclear arsenal that totals over 14,000 weapons; these weapons | ||||||
| 4 | have a destructive power that is far greater than the two | ||||||
| 5 | atomic weapons that killed hundreds of thousands in Japan in | ||||||
| 6 | 1945; and
| ||||||
| 7 | WHEREAS, The use of even a tiny fraction of these weapons | ||||||
| 8 | could have catastrophic human and
environmental consequences | ||||||
| 9 | that could affect everyone on the planet; and
| ||||||
| 10 | WHEREAS, As the effects of climate change place increased | ||||||
| 11 | stress on communities around the world and
intensify the | ||||||
| 12 | likelihood of conflict, the danger of nuclear war will grow; | ||||||
| 13 | and
| ||||||
| 14 | WHEREAS, There is an alternative to this march to nuclear | ||||||
| 15 | war; in July 2017, 122 nations called for the elimination of | ||||||
| 16 | all nuclear weapons by approving the U.N. Treaty on
the | ||||||
| 17 | Prohibition of Nuclear Weapons; there are currently 79 | ||||||
| 18 | signatories to the treaty, and 33 nations
have ratified it; the | ||||||
| 19 | treaty will enter into force once 50 nations have ratified or | ||||||
| 20 | acceded to it; therefore, be it
| ||||||
| 21 | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE | ||||||

| |||||||
| 1 | HUNDRED FIRST GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that | ||||||
| 2 | we call upon the U.S. government to embrace the U.N. Treaty on | ||||||
| 3 | the Prohibition of
Nuclear Weapons and make global nuclear | ||||||
| 4 | disarmament the centerpiece of its national security policy; | ||||||
| 5 | and be it further
| ||||||
| 6 | RESOLVED, That we call upon the U.S. government to | ||||||
| 7 | spearhead a global effort to prevent nuclear war by: | ||||||
| 8 | (1) Renouncing the option of using nuclear weapons | ||||||
| 9 | first; | ||||||
| 10 | (2) Ending the sole, unchecked authority of any | ||||||
| 11 | president to launch a nuclear attack; | ||||||
| 12 | (3) Taking U.S. nuclear weapons off hair-trigger | ||||||
| 13 | alert; | ||||||
| 14 | (4) Cancelling the plan to replace its entire arsenal | ||||||
| 15 | with enhanced weapons; and | ||||||
| 16 | (5) Actively pursuing a verifiable agreement among | ||||||
| 17 | nuclear-armed states to eliminate their nuclear
arsenals; | ||||||
| 18 | and be it further | ||||||
| 19 | RESOLVED, That suitable copies of this resolution be | ||||||
| 20 | delivered to the President of the United States, the U.S. | ||||||
| 21 | Senate Majority Leader, the U.S. Senate Minority Leader, the | ||||||
| 22 | U.S. Speaker of the House, the U.S. House of Representatives | ||||||
| 23 | Minority Leader, and all members of the Illinois Congressional | ||||||
| 24 | Delegation.
