HOUSE RESOLUTION

  
 
2    WHEREAS, The members of the Illinois House of 
3Representatives wish to commend Vivian Zhao of Naperville on 
4being named one of the top youth volunteers in Illinois for 
52020 as part of the 25th annual Prudential Spirit of Community 
6Awards; and
  
 
7    WHEREAS, Vivian Zhao was named a Distinguished Finalist in 
8the program out of 29,000 people across the United States who 
9participated; and
  
 
10    WHEREAS, Vivian Zhao founded and runs the non-profit All 
11Hearts Count, an organization that strives to help students 
12learn how to properly administer CPR on women; and
  
 
13    WHEREAS, Vivian Zhao started All Hearts Count after 
14learning that, due to several factors including sexual 
15harassment concerns, women are 15% less likely to receive CPR 
16in public than men; and
  
 
17    WHEREAS, All Hearts Count has donated six CPR WoManikin 
18attachments for CPR manikins that are shaped like female bodies 
19to help students learn how to properly administer CPR on women; 
20and

1    WHEREAS, In addition to her work with All Hearts Count and 
2raising awareness for her cause, Vivian Zhao has organized 
3several fundraisers; therefore, be it
  
 
4    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE 
5HUNDRED FIRST GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that 
6we congratulate Vivian Zhao on being named one of the top youth 
7volunteers in Illinois for 2020, and we wish her the best in 
8all her future endeavors; and be it further
  
 
9    RESOLVED, That a suitable copy of this resolution be 
10presented to Vivian Zhao as an expression of our esteem and 
11respect.
