| 2 | | WHEREAS, The members of the Illinois House of |
| 3 | | Representatives are saddened to learn of the death of Billie |
| 4 | | McCoy-Thomas; and
|
| 5 | | WHEREAS, Billie McCoy-Thomas was born on October 9, 1971; |
| 6 | | and
|
| 7 | | WHEREAS, Billie McCoy-Thomas had her first meaningful job |
| 8 | | as a case manager for the Brothers Keeper Community Resource |
| 9 | | Center, where she worked under her father, Chief Apostle McCoy; |
| 10 | | while there, she learned to have compassion and empathy for the |
| 11 | | community and how to fight the disparity within the community; |
| 12 | | she served as a social worker for the Illinois Department of |
| 13 | | Children and Family Services; she worked for the non-profit |
| 14 | | Aunt Martha's; she served as a qualified mental health |
| 15 | | professional for the Community Counseling Center of Chicago; |
| 16 | | she was the creative director of Real McCoy Creations; she also |
| 17 | | worked as a substitute teacher, an entrepreneur, and a cheer |
| 18 | | and life coach; and
|
| 19 | | WHEREAS, Billie McCoy-Thomas was deeply committed to her |
| 20 | | faith; she was known for her grace, her quiet confidence, her |
| 21 | | strength, her sense of humor, her fairness, her principles, her |
| 22 | | integrity, and her dignity; she was a lifelong advocate in her |

| 1 | | community was extremely dedicated to the youth in underserved |
| 2 | | areas; she was affectionately known as "Billie Joe" and more |
| 3 | | recently known as "BJ"; she will be remembered for being a |
| 4 | | mother, a daughter, an aunt, a friend, and a confidant to many; |
| 5 | | and
|
| 6 | | WHEREAS, Billie McCoy-Thomas was a loving and nurturing |
| 7 | | mother to her two daughters and was equally affectionate to |
| 8 | | their father, Steve Thomas; and
|
| 9 | | WHEREAS, Billie McCoy-Thomas is survived by her parents, |
| 10 | | Chief Apostle Dr. William and Pastor Emeritus Rose McCoy; her |
| 11 | | children, DaMoyne McCoy and Niomi Thomas; her siblings, William |
| 12 | | Lorenzo McCoy, William Lester McCoy (Heather), Victoria McCoy, |
| 13 | | Vanessa McCoy-Pulphus (Toriano), Major Lee McCoy (Jackie), |
| 14 | | Debracia McCoy-Jones (Otis), and Otis McCoy; many nieces and |
| 15 | | nephews; her cousins; her godchildren; the Black Diamonds; and |
| 16 | | her friends; therefore, be it

| 17 | | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE |
| 18 | | HUNDRED FIRST GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that |
| 19 | | we mourn the passing of Billie McCoy-Thomas and extend our |
| 20 | | sincere condolences to her family, friends, and all who knew |
| 21 | | and loved her; and be it further
