| 4 | | "Section 5. The Public Utilities Act is amended by adding |
| 5 | | Sections 4-701, 4-702, and 4-703 as follows:

| 7 | | Sec. 4-701. Competitive energy markets costs. The Illinois |
| 8 | | Commerce Commission shall conduct at least one workshop and |
| 9 | | issue a report examining the ability of competitive energy |
| 10 | | markets to reduce total costs for Illinois consumers and |
| 11 | | encourage merchant investment through combinations of supply |
| 12 | | and demand-side management options. The report under this |
| 13 | | Section shall be submitted to the Governor and the General |
| 14 | | Assembly, as well as posted on the Internet website of the |
| 15 | | Commission, on or before March 1, 2020. This Section is |
| 16 | | repealed on January 1, 2021.

| 2 | | Sec. 4-702. Generation availability and cost during peak |
| 3 | | electricity demand periods. The Illinois Commerce Commission |
| 4 | | shall conduct at least one workshop and issue a report on the |
| 5 | | performance of all power generation in the State during the |
| 6 | | summer peak demand periods of 2018 and the winter peak demand |
| 7 | | period of 2018-2019, and identify which resources ensure the |
| 8 | | lowest cost and most reliable generation for Illinois |
| 9 | | consumers. The report under this Section shall be submitted to |
| 10 | | the Governor and the General Assembly, as well as posted on the |
| 11 | | Internet website of the Commission, on or before March 1, 2020. |
| 12 | | This Section is repealed on January 1, 2021.

| 14 | | Sec. 4-703. Electricity imports and exports from Illinois. |
| 15 | | The Illinois Commerce Commission shall conduct at least one |
| 16 | | workshop and issue a report that identifies the volumes, |
| 17 | | generation sources by fuel type, and market values of hourly |
| 18 | | electricity imports to and exports from Illinois for the years |
| 19 | | 2016, 2017, and 2018. The report under this Section shall be |
| 20 | | submitted to the Governor and the General Assembly, as well as |
| 21 | | posted on the Internet website of the Commission, on or before |
| 22 | | March 1, 2020. This Section is repealed on January 1, 2021.
