AMENDMENT TO SENATE BILL 527




2    AMENDMENT NO. ______. Amend Senate Bill 527 on page 2, 
3immediately below line 20, by inserting the following:
 
4    "Section 7. The Grant Accountability and Transparency Act 
5is amended by changing Section 10 as follows:
 
6    (30 ILCS 708/10)

7    Sec. 10. Purpose.  The purpose of this Act is to establish 
8uniform administrative requirements, cost principles, and 
9audit requirements for State and federal pass-through awards to 
10non-federal entities. State awarding agencies shall not impose 
11additional or inconsistent requirements, except as provided in 
122 CFR 200.102, unless specifically required by State or federal 
13statute. This Act and the rules adopted under this Act do not 
14apply to: (1) private awards; or (2) federal funds received, 
15held, and disbursed by the Department of Transportation as 
16agent for a municipality or political subdivision under Section

138.01 of the Illinois Aeronautics Act.
2    This Act and the rules adopted under this Act provide the 
3basis for a systematic and periodic collection and uniform 
4submission to the Governor's Office of Management and Budget of 
5information of all State and federal financial assistance 
6programs by State grant-making agencies. This Act also 
7establishes policies related to the delivery of this 
8information to the public, including through the use of 
9electronic media.
