| 4 | | "Section 5. The Illinois Procurement Code is amended by |
| 5 | | adding Section 20-7 as follows:

| 7 | | Sec. 20-7. State contract funding. Notwithstanding any |
| 8 | | provision to the contrary, if a State contract is to be funded |
| 9 | | from State sources, neither the State of Illinois nor an agency |
| 10 | | thereof shall enter into a contract, nor shall a contract be |
| 11 | | awarded, if there is not, prior to entering into such contract, |
| 12 | | an appropriation enacted for the funding of that contract. The |
| 13 | | provisions of this Section apply to State contracts which may |
| 14 | | be entered into on or after the effective date of this |
| 15 | | amendatory Act of the 101st General Assembly. The provisions of |
| 16 | | this Section do not apply to State contracts which may be |
