AMENDMENT TO SENATE BILL 1154




2    AMENDMENT NO. ______. Amend Senate Bill 1154 by replacing 
3everything after the enacting clause with the following:


 
 
4    "Section 5. The Grant Accountability and Transparency Act 
5is amended  by adding Section 31 as follows:
 
6    (30 ILCS 708/31 new)
7    Sec. 31. Budget implementation report.
8    (a) By January 1, 2020, and by January 1 of each year 
9thereafter, the Governor's Office of Management and Budget 
10shall compile a budget implementation report.  The budget 
11implementation report shall include the following information 
12concerning each grant agreement entered into by a State 
13awarding agency during the previous calendar year:
14        (1) the total cost of each project; 
15        (2) detailed line items specified under guidelines 
16    issued by the Governor's Office of Management and Budget;

1    and 
2        (3) a specified purpose for the project. 
3    The report shall be submitted to the General Assembly and 
4shall be posted on the Governor's Office of Management and 
5Budget's website. 
6    (b)     Within 48 hours after the Governor's budget address, 
7the Governor's Office of Management and Budget shall file with 
8the President of the Senate, the Speaker of the House of 
9Representatives, the Minority Leader of the Senate, and the 
10Minority Leader of the House of Representatives a copy of the 
11entire budget, including budget implementation, as one 
12appropriations bill and one budget implementation bill  
13prepared by the Legislative Reference Bureau. 
 
 
14    Section 99. Effective date. This Act takes effect upon 
15becoming law.".
