AMENDMENT TO SENATE BILL 1213 




2    AMENDMENT NO. ______. Amend Senate Bill 1213 by replacing 
3everything after the enacting clause with the following:


 
 
4    "Section 5. The School Code is amended  by adding Sections 
524A-5.5 as follows:
 
6    (105 ILCS 5/24A-5.5 new)
7    Sec. 24A-5.5. Local appeal process for unsatisfactory 
8ratings. Beginning with the first school year following the 
9effective date of this amendatory Act of the 101st General 
10Assembly, each school district shall, in good faith cooperation 
11with its teachers or, if applicable, through good faith 
12bargaining with the exclusive bargaining representative of its 
13teachers  develop and implement an appeals process for 
14"unsatisfactory" ratings that includes, but is not limited to, 
15an assessment of the original rating by a panel of qualified 
16evaluators agreed to by the joint committee referred to in

1subsection (b) of Section 24A-4 of this Code and that has the 
2power to reevaluate and re-rate a teacher who appeals. The 
3joint committee shall determine the criteria for successful 
4appeals.
  
 
5    Section 99. Effective date. This Act takes effect upon 
6becoming law.".
