4 | | "Section 5. The Election Code is amended by changing |
5 | | Section 1-6 as follows:

6 | | (10 ILCS 5/1-6)

7 | | Sec. 1-6. Computing dates of various acts; Saturday, |
8 | | Sunday, and holidays.
|
9 | | (a) If the first or last day fixed by law to do any act |
10 | | required or
allowed by this Code falls on a State holiday or a |
11 | | Saturday or a Sunday, the
period shall extend through the first |
12 | | business day next
following the day
otherwise fixed as the |
13 | | first or last day,
irrespective of whether any election |
14 | | authority or local election official
conducts business on the |
15 | | State holiday, Saturday, or Sunday.

16 | | (b) For the purposes of this Section, "State holiday" means |

12 | | (c) Notwithstanding any other provision of this Code, |
13 | | nominating
papers, petitions of objection to nominating |
14 | | papers, certificates of withdrawal
of candidacy, and reports of |
15 | | political committees actually received by election
authorities |
16 | | and local election officials on a State holiday, a Saturday, or |
17 | | a
Sunday shall not be deemed invalid or defective for that |
18 | | reason alone.

20 | | Section 10. The Illinois Procurement Code is amended by |
21 | | changing Section 15-45 as follows: |

5 | | succeeding day shall also be excluded. For the purposes of this |
6 | | Code, "holiday" means: New Year's Day; Dr. Martin Luther King, |
7 | | Jr.'s Birthday; Lincoln's Birthday; President's Day; Memorial |
8 | | Day; Independence Day; Labor Day; Columbus Day; Veterans' Day; |
9 | | Thanksgiving Day; Christmas Day; General Election Day; General |
10 | | Primary Election Day; Consolidated Election Day; Consolidated |
11 | | Primary Election Day; and any other day from time to time |
12 | | declared by the President of the United States or the Governor |
13 | | of Illinois to be a day during which the agencies of the State |
14 | | of Illinois that are ordinarily open to do business with the |

November commonly called Thanksgiving Day; and December 25, |
12 | | Christmas Day ; in even-numbered years, the first Tuesday after |

19 | | School boards may grant special holidays whenever in their |
20 | | judgment such
action is advisable. No deduction shall
be made |
21 | | from the time or
compensation of a school employee on account |
22 | | of any legal
or special holiday.

23 | | (b) A school board or other entity eligible to apply for |
24 | | waivers and modifications under Section 2-3.25g of this Code is |
25 | | authorized to hold school or schedule teachers' institutes, |
26 | | parent-teacher conferences, or staff development on the third |

1 | | Monday in January (the Birthday of Dr. Martin Luther King, |
2 | | Jr.); February 12 (the Birthday of President Abraham Lincoln); |
3 | | the first Monday in March (known as Casimir Pulaski's |
4 | | birthday); the second Monday in October (Columbus Day); and |
5 | | November 11 (Veterans' Day), provided that: |
6 | | (1) the person or persons honored by the holiday are |
7 | | recognized through instructional activities conducted on |
8 | | that day or, if the day is not used for student attendance, |
9 | | on the first school day preceding or following that day; |
10 | | and |
11 | | (2) the entity that chooses to exercise this authority |
12 | | first holds a public hearing about the proposal. The entity |
13 | | shall provide notice preceding the public hearing to both |
14 | | educators and parents. The notice shall set forth the time, |
15 | | date, and place of the hearing, describe the proposal, and |
16 | | indicate that the entity will take testimony from educators |
17 | | and parents about the proposal.

18 | | (c) Commemorative holidays, which recognize specified |
19 | | patriotic, civic,
cultural or historical persons, activities, |
20 | | or events, are regular school
days. Commemorative
holidays are: |
21 | | January 28 (to be known as Christa McAuliffe Day and
observed |
22 | | as a commemoration of space exploration), February 15 (the
|
23 | | birthday of Susan B. Anthony), March 29 (Viet Nam War Veterans' |
24 | | Day),
September 11 (September 11th Day of Remembrance), the |
25 | | school day
immediately preceding Veterans' Day (Korean War |
26 | | Veterans'
Day), October 1 (Recycling Day), October 7 (Iraq and |

1 | | Afghanistan Veterans Remembrance Day), December 7 (Pearl |
2 | | Harbor Veterans' Day), and
any day so appointed by the |
3 | | President or
Governor. School boards may establish |
4 | | commemorative holidays whenever in
their judgment such action |
5 | | is advisable.
School boards shall include instruction relative |
6 | | to commemorated persons,
activities, or
events on the |
7 | | commemorative holiday or at any other time during the school
|
8 | | year and at any point in the curriculum when such instruction |
9 | | may be deemed
appropriate. The State Board of Education shall |
10 | | prepare and make available
to school boards instructional |
11 | | materials relative to commemorated persons,
activities,
or |
12 | | events which may be used by school boards in conjunction with |
13 | | any
instruction provided pursuant to this paragraph.
|
14 | | (d) City of Chicago School District 299 shall observe March |
15 | | 4 of each year as
a commemorative holiday. This holiday shall |
16 | | be known as Mayors' Day which
shall be a day to commemorate and |
17 | | be reminded of the past Chief Executive
Officers of the City of |
18 | | Chicago, and in particular the late Mayor Richard
J. Daley and |
19 | | the late Mayor Harold Washington. If March 4 falls on a
|
20 | | Saturday or Sunday, Mayors' Day shall be observed on the |
21 | | following Monday.

23 | | Section 20. The State Universities Civil Service Act is |
24 | | amended by changing Section 45a as follows:

Except as provided in the second sentence of this |

all officers and employees subject to this Act, shall |

following days as holidays, for which they shall |

compensation: New Year's Day, January 1, |
6 | | Memorial Day, as determined by
the law of the State of |
7 | | Illinois, Independence Day, July 4, Labor Day,
the first Monday |
8 | | in September, Thanksgiving Day, the fourth Thursday of

9 | | November, Christmas Day, December 25, in even-numbered years, |
10 | | the first Tuesday after the first Monday in November, General |
11 | | Election Day, in even-numbered years, the third Tuesday in |
12 | | March, General Primary Election Day, in odd-numbered years, the |
13 | | first Tuesday in April, except as provided in Section 2A-1.1a |
14 | | of the Election Code, Consolidated Election Day, in |
15 | | odd-numbered years, the last Tuesday in February, Consolidated |
16 | | Primary Election Day, and five holidays to be designated
by |
17 | | each college, university, agency and community college subject |
18 | | to
this Act. Craft and trade employees subject to this Act |
19 | | shall be paid
for all paid holidays included in their area |
20 | | agreement, and will be paid
for all five holidays designated by |
21 | | their employer pursuant to this
section.

23 | | Section 99. Effective date. This Act takes effect upon |
24 | | becoming law.".
