| 2 | | AMENDMENT NO. ______. Amend Senate Bill 1268 by replacing |
| 3 | | everything after the enacting clause with the following:

| 4 | | "Section 5. The School Code is amended by changing Sections |
| 5 | | 27-20.3 and 27-21 and by adding Section 27-20.8 as follows:
|
| 6 | | (105 ILCS 5/27-20.3) (from Ch. 122, par. 27-20.3)
|
| 7 | | Sec. 27-20.3. Holocaust and Genocide Study. Every public |
| 8 | | elementary school and
high school shall include in its |
| 9 | | curriculum a unit of instruction studying
the events of the |
| 10 | | Nazi atrocities of 1933 to 1945. This period in world
history |
| 11 | | is known as the Holocaust, during which 6,000,000 Jews and |
| 12 | | millions
of non-Jews were exterminated. One of the universal |
| 13 | | lessons of the Holocaust is that national, ethnic, racial, |
| 14 | | political, or religious hatred can overtake any nation or |
| 15 | | society, leading to calamitous consequences. To reinforce that |
| 16 | | lesson, such curriculum shall include an additional unit of |
|

|
|
| 1 | | instruction studying other genocides acts of genocide across |
| 2 | | the globe. This unit must shall include, without limitation but |
| 3 | | not be limited to, Native Americans in the United States of |
| 4 | | America, the Armenian Genocide, the Famine-Genocide in |
| 5 | | Ukraine, and more recent genocides atrocities in Cambodia |
| 6 | | committed by the Khmer Rouge, Bosnia, Rwanda, and Sudan, and |
| 7 | | Myanmar against the Rohingya Muslims. The studying of this |
| 8 | | material is a
reaffirmation of the commitment of free peoples |
| 9 | | from all nations to never
again permit the occurrence of |
| 10 | | another Holocaust or genocide and a recognition that genocides |
| 11 | | crimes of genocide continue to be perpetrated across the globe |
| 12 | | as they have been in the past and to deter indifference to |
| 13 | | crimes against humanity and human suffering wherever they may |
| 14 | | occur.
|
| 15 | | The State Superintendent of Education may prepare and make |
| 16 | | available to
all school boards instructional materials which |
| 17 | | may be used as guidelines
for development of a unit of |
| 18 | | instruction under this Section; provided,
however, that each |
| 19 | | school board shall itself determine the minimum amount
of |
| 20 | | instruction time which shall qualify as a unit of instruction |
| 21 | | satisfying
the requirements of this Section.

| 25 | | (a) Every public elementary school and high school shall |

| 1 | | include in its curriculum a unit of instruction studying the |
| 2 | | events of Asian American history, including the history of |
| 3 | | Asian Americans in Illinois and the Midwest, as well as the |
| 4 | | contributions of Asian Americans toward advancing civil rights |
| 5 | | from the 19th century onward. These events shall include the |
| 6 | | contributions made by individual Asian Americans in government |
| 7 | | and the arts, humanities, and sciences, as well as the |
| 8 | | contributions of Asian American communities to the economic, |
| 9 | | cultural, social, and political development of the United |
| 10 | | States. The studying of this material shall constitute an |
| 11 | | affirmation by students of their commitment to respect the |
| 12 | | dignity of all races and peoples and to forever eschew every |
| 13 | | form of discrimination in their lives and careers. |
| 14 | | (b) The State Superintendent of Education may prepare and |
| 15 | | make available to all school boards instructional materials, |
| 16 | | including those established by the Public Broadcasting |
| 17 | | Service, that may be used as guidelines for development of a |
| 18 | | unit of instruction under this Section. However, each school |
| 19 | | board shall itself determine the minimum amount of |
| 20 | | instructional time that shall qualify as a unit of instruction |
| 21 | | satisfying the requirements of this Section. |
| 22 | | (c) The regional superintendent of schools shall monitor a |
| 23 | | school district's compliance with this Section's curricular |
| 24 | | requirements during his or her annual compliance visit. |
| 25 | | (d) A school may meet the requirements of this Section |
| 26 | | through an online program or course.

| 7 | | of history
shall have as one of its objectives the imparting to |
| 8 | | pupils of a
comprehensive idea of our democratic form of |
| 9 | | government and the principles
for which our government stands |
| 10 | | as regards other nations, including the
studying of the place |
| 11 | | of our government in world-wide movements and the
leaders |
| 12 | | thereof, with particular stress upon the basic principles and
|
| 13 | | ideals of our representative form of government. The teaching |
| 14 | | of history
shall include a study of the role and contributions |
| 15 | | of African Americans and
other ethnic groups, including, but |
| 16 | | not restricted to, Polish, Lithuanian, German,
Hungarian, |
| 17 | | Irish, Bohemian, Russian, Albanian, Italian, Czech, Slovak,
|
| 18 | | French, Scots, Hispanics, Asian Americans, etc., in the history |
| 19 | | of this
country and this
State. To reinforce the study of the |
| 20 | | role and contributions of Hispanics, such curriculum shall |
| 21 | | include the study of the events related to the forceful removal |
| 22 | | and illegal deportation of Mexican-American U.S. citizens |
| 23 | | during the Great Depression. The teaching of history shall also |
| 24 | | include the study of the wrongful incarceration of Japanese |
| 25 | | Americans during World War II pursuant to United States |

| 1 | | President Franklin Delano Roosevelt's signed Executive Order |
| 2 | | 9066, the heroic service of the 100th Infantry Battalion and |
| 3 | | the 442nd Regimental Combat Team of the United States Army |
| 4 | | during World War II, the subsequent legal challenges by |
| 5 | | Japanese Americans to Executive Order 9066, the resettlement of |
| 6 | | Japanese Americans in Illinois following incarceration, and |
| 7 | | the formal apology and redress for the incarceration issued by |
| 8 | | the United States government in 1988. The teaching of history |
| 9 | | also shall include a study of the
role of labor unions and |
| 10 | | their interaction with government in achieving the
goals of a |
| 11 | | mixed free enterprise system. Beginning with the 2020-2021 |
| 12 | | school year, the teaching of history must also include |
| 13 | | instruction on the history of Illinois. No pupils shall be |
| 14 | | graduated
from the eighth grade of any
public school unless he |
| 15 | | has received such instruction in the history of the
United |
| 16 | | States and gives evidence of having a comprehensive knowledge

| 17 | | thereof.

| 7 | | include instruction on the history of Illinois. No pupils shall |

| 14 | | Section 95. No acceleration or delay. Where this Act makes |
| 15 | | changes in a statute that is represented in this Act by text |
| 16 | | that is not yet or no longer in effect (for example, a Section |
| 17 | | represented by multiple versions), the use of that text does |
| 18 | | not accelerate or delay the taking effect of (i) the changes |
| 19 | | made by this Act or (ii) provisions derived from any other |
| 20 | | Public Act.

| 21 | | Section 99. Effective date. This Act takes effect July 1, |
| 22 | | 2021.".
