AMENDMENT TO SENATE BILL 1371

2    AMENDMENT NO. ______. Amend Senate Bill 1371 by replacing
3everything after the enacting clause with the following:
 
4    "Section 5. The School Code is amended by adding Sections
510-20.69 and 34-18.61 as follows:
 
6    (105 ILCS 5/10-20.69 new)
7    Sec. 10-20.69. Door security locking means.
8    (a) In this Section, "door security locking means" means a
9door locking means intended for use by a trained school
10district employee in a school building for the purpose of
11preventing both ingress and egress through a door of the
12building.
13    (b) A school district may install a door security locking
14means on a door of a school building to prevent unwanted entry
15through the door if all of the following requirements are met:
16        (1) The door security locking means can be engaged

1    without opening the door.
2        (2) The unlocking and unlatching of the door security
3    locking means from the occupied side of the door can be
4    accomplished without the use of a key or tool.
5        (3) The door security locking means complies with all
6    applicable State and federal accessibility requirements.
7        (4) Locks, if remotely engaged, can be unlocked from
8    the occupied side.
9        (5) The door security locking means is capable of being
10    disengaged from the outside by school district employees,
11    and school district employees may use a key or other
12    credentials to unlock the door from the outside.
13        (6) The door security locking means does not modify the
14    door-closing hardware, panic hardware, or fire exit
15    hardware.
16        (7) Any bolts, stops, brackets, or pins employed by the
17    door security locking means do not affect the fire rating
18    of a fire door assembly.
19        (8) School district employees are trained in the
20    engagement and release of the door security locking means,
21    from within and outside the room, as part of the emergency
22    response plan.
23        (9) For doors installed before July 1, 2019 only, the
24    unlocking and unlatching of a door security locking means
25    requires no more than 2 releasing operations. For doors
26    installed on or after July 1, 2019, the unlocking and

1    unlatching of a door security locking means requires no
2    more than one releasing operation. If doors installed
3    before July 1, 2019 are replaced on or after July 1, 2019,
4    the unlocking and unlatching of a door security locking
5    means on the replacement door requires no more than one
6    releasing operation.
7        (10) The door security locking means is no more than 48
8    inches above the finished floor.
9        (11) The door security locking means otherwise
10    complies with the school building code prepared by the
11    State Board of Education under Section 2-3.12.
12    (c) A school district must include the location of any door
13security locking means and must address the use of the locking
14and unlocking means from within and outside the room in its
15filed school safety plan under the School Safety Drill Act.
16Local law enforcement officials and the local fire department
17must be notified of the location of any door security locking
18means and how to disengage it. Any specific tool needed to
19disengage the door security locking means from the outside of
20the room must, upon request, be made available to local law
21enforcement officials and the local fire department.
22    (d) A door security locking means may be used only (i) by a
23school district employee trained under subsection (e), (ii)
24during an emergency that threatens the health and safety of
25students and employees or during an active shooter drill, and
26(iii) when local law enforcement officials and the local fire

1department have been notified of its installation prior to its
2use. The door security locking means must be engaged for a
3finite period of time in accordance with the school district's
4school safety plan adopted under the School Safety Drill Act.
5    (e) A school district that has installed a door security
6locking means shall conduct an in-service training program for
7school district employees on the proper use of the door
8security locking means. The school district shall keep a file
9verifying the employees who have completed the program and
10must, upon request, provide the file to its regional office of
11education and the local fire department and local law
12enforcement agency.
13    (f) A door security locking means that requires 2 releasing
14operations must be discontinued from use when the door is
15replaced or is a part of new construction. Replacement and new
16construction door hardware must include mortise locks,
17compliant with the applicable building code, and must be
18lockable from the occupied side without opening the door.
19However, mortise locks are not required if panic hardware or
20fire exit hardware is required.
