| 5 | | Act is amended by changing Section 10-5 as follows: |

| 7 | | Sec. 10-5. Purpose.
The The General Assembly recognizes |
| 8 | | that trust and mutual respect between law enforcement agencies |
| 9 | | and the communities they protect and serve are essential to |
| 10 | | effective policing and the integrity of our criminal justice |
| 11 | | system. The General Assembly recognizes that officer-worn body |
| 12 | | cameras have developed as a technology that has been used and |
| 13 | | experimented with by police departments. Officer-worn body |
| 14 | | cameras will provide state-of-the-art evidence collection and |
| 15 | | additional opportunities for training and instruction. |
| 16 | | Further, officer-worn body cameras may provide impartial |
