| 1 | AN ACT concerning veterans.
| ||||||
| 2 | Be it enacted by the People of the State of Illinois,
| ||||||
| 3 | represented in the General Assembly:
| ||||||
| 4 | Section 5. The Veterans' and Military Discount Program Act | ||||||
| 5 | is amended by changing Sections 5 and 10 as follows: | ||||||
| 6 | (330 ILCS 140/5)
| ||||||
| 7 | Sec. 5. Legislative findings. The General Assembly finds | ||||||
| 8 | that though there is no way to adequately repay our nation's | ||||||
| 9 | military personnel for their service and sacrifice, we can | ||||||
| 10 | demonstrate our gratitude by forging a collaborative effort | ||||||
| 11 | between businesses and government that will connect veterans | ||||||
| 12 | and active duty service members with merchants who choose to | ||||||
| 13 | honor their military service through special discounts and | ||||||
| 14 | promotions. | ||||||
| 15 | The Veterans' and Military Discount Program, created under | ||||||
| 16 | this Act, will enable veterans (those honorably discharged and | ||||||
| 17 | other veterans generally discharged for reasons other than | ||||||
| 18 | discipline, misconduct, resignation in lieu of misconduct | ||||||
| 19 | charges, unfitness for duty, voluntary resignation, or court | ||||||
| 20 | martial), and military personnel currently serving our | ||||||
| 21 | country, and those spouses and dependents of veterans and | ||||||
| 22 | military personnel who have been issued a valid Military ID | ||||||
| 23 | card or Military Dependent ID card to receive a discount on | ||||||

| 1 | goods and services from participating merchants, or another | ||||||
| 2 | appropriate money-saving promotion of a merchant's choice. | ||||||
| 3 | The Veterans' and Military Discount Program will be | ||||||
| 4 | mutually beneficial, helping active duty service members and | ||||||
| 5 | veterans in the State save money with discounts on goods and | ||||||
| 6 | services, and helping business owners to enjoy increased | ||||||
| 7 | traffic and sales in their stores.

| 10 | Sec. 10. Veterans' and Military Discount Program. The | ||||||
| 11 | Department of Veterans' Affairs shall establish and administer | ||||||
| 12 | a Veterans' and Military Discount Program that enables | ||||||
| 13 | veterans, and active duty military personnel, and those spouses | ||||||
| 14 | and dependents of veterans and military personnel who have been | ||||||
| 15 | issued a valid Military ID card or Military Dependent ID card | ||||||
| 16 | to use the following photo identification at participating | ||||||
| 17 | merchants to receive a discount on goods and services or to | ||||||
| 18 | receive another appropriate money-saving promotion of a | ||||||
| 19 | merchant's choice: | ||||||
| 20 | (1) veterans who have a valid driver's license or | ||||||
| 21 | Illinois Identification Card issued pursuant to subsection | ||||||
| 22 | (e) of Section 6-106 of the Illinois Vehicle Code or | ||||||
| 23 | subsection (c-5) of Section 4 of the Illinois | ||||||
| 24 | Identification Card Act; and | ||||||
| 25 | (2) active duty military personnel who have a valid | ||||||

| 1 | Common Access Card issued by the U.S. Department of Defense | ||||||
| 2 | indicating the cardholder's active duty status; and .
| ||||||
| 3 | (3) those spouses and dependents of veterans and | ||||||
| 4 | military personnel who have been issued a valid Military ID | ||||||
| 5 | card or Military Dependent ID card. | ||||||

| 7 | Section 99. Effective date. This Act takes effect upon | ||||||
| 8 | becoming law.
